POSITION INFORMATION

With locations ranging from Roseville, CA to Lake Tahoe, CA, the Senior Transportation System Supervisor is responsible for overseeing transit operations within Placer County. These services are provided utilizing a combination of both County-employed bus drivers and purchased transportation services. The ideal candidate will have leadership and supervision experience, as well as a good working knowledge of transit operations, contemporary office software, and on-board transit equipment and technology.

This recruitment will remain open until filled, and qualified applications will be forwarded to the hiring department on a weekly basis until a selection is made.

DEFINITION

To plan, organize, direct and supervise the activities of the Placer County Transit System and the Tahoe Area Regional Transit System within the Public Works Department; to coordinate transportation system activities with other divisions and departments; and to provide highly complex staff assistance to the Public Works Manager and Assistant Director of Public Works.

DISTINGUISHING CHARACTERISTICS

The Senior Supervisor level recognizes positions that provide full second-line direct supervision to employees within a work section and/or assumes substantive and significant programmatic responsibility in a defined area or specialty.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from management and professional staff.

Exercises direct supervision over supervisory, technical, maintenance, and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Develop and implement Division and Section goals, objectives, policies and procedures.
    Plan, organize and direct transportation activities including transit systems, commuter van pool programs, park and ride lots, an emergency airport and related transportation planning tasks.
  • Direct, oversee and participate in the development of the Transit System's work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
  • Prepare the Transit System's budget; assist in budget implementation; participate in the forecast of funds needed for staffing, equipment, materials and supplies; administer the approved budget.
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Represent the Division and/or Section to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of increasingly responsible experience in transportation system planning or management, including two years of supervisory responsibility.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in transportation management, public or business administration or a related field.

NOTE: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department. Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

Required License or Certificate:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of transportation system planning and management, including route design, bus purchasing, insurance, maintenance, fare structure and staffing requirements.
  • Trip reduction methodology and transportation system management techniques.
  • Principles and practices of leadership, motivation, team building and conflict resolution.
  • Pertinent local, State and Federal rules, regulations and laws.
  • Modern office procedures, methods and computer equipment.
  • Principles and practices of policy development.
  • Principles and practices of research, organizational analysis and management.
  • Budgeting procedures and techniques.
  • Principles and practices of supervision, training and personnel management.

Ability to:

  • Organize and direct the Transit System's operations.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve Department related issues; remember various rules; and explain and interpret policy.
  • On a continuous basis, sit at desk and in meetings for long periods of time.  Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and communicate through written means; regularly lift heavy weight.
  • Perform the most complex work of the Department.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Gain cooperation through discussion and persuasion.
  • Interpret and apply County, Department and Division policies, procedures, rules and regulations.
  • Prepare and administer a budget.
  • Supervise, train and evaluate personnel.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate clearly and concisely, both orally and in writing.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

SUBSTITUTE LISTS

The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you are contacted for an interview by a County department, you will be informed of the classification and other relevant information. If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.

EMPLOYEES OF OTHER PUBLIC AGENCIES

Placer County offers an expedited process for qualifying certain applicants for interviews.
