DEFINITION

To perform complex and difficult traffic control maintenance duties; to operate and maintain traffic striping equipment and to manufacture and rebuild signs; and to exercise technical and functional supervision over maintenance and technical personnel as needed.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the Traffic Sign Maintenance Worker series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing assigned duties and by the nature of the public contact made.  Employees perform the most difficult and responsible types of duties assigned to classes within this series including traffic signal maintenance, manufacture and rebuilding of traffic signs, operation of striping equipment and may exercise technical and functional supervision over maintenance and technical personnel as assigned.  Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Traffic Sign Supervisor.

May exercise technical and functional supervision over maintenance and technical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Train and lead assigned personnel involved in traffic control activities.
  • Operate pavement striping machine, air compression and pneumatic tools in the performance of difficult and complex traffic sign maintenance duties; perform maintenance and repair tasks on pavement striping machines and air compression and pneumatic tools.
  • Create silk screens and stencils used in the manufacture and repair of traffic signs and devices.  Select and use a variety of paints, coatings, reflective materials and heat and pressure sensitive materials in manufacture and repair of traffic signs.
  • Maintain inventory of signs and materials.
  • When assigned, maintain traffic signals and related control devices.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Two years of responsible journey level experience performing duties similar to those of a Traffic Sign Maintenance Worker in Placer County.

Training: Equivalent to the completion of the twelfth grade.

Required License or Certificate:

  • Possession of a valid Class B driver's license with air brake and tanker endorsements. Hazardous materials endorsement may be required depending upon the position.
  • May need to possess a valid Class A driver's license with air brake and tanker endorsements as required depending upon the position. 
  • Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • County Road Division policies and procedures, especially as related to traffic sign maintenance.
  • Tools, materials, equipment and processes used in traffic control sign work, including the uses of various paints, lacquers, enamels and epoxies and silk screening.

Ability to:

  • On a continuous basis, know and understand operations and observe safety rules.  Intermittently analyze problem equipment; identify and locate equipment and tools; interpret work orders; remember equipment and tool location; remember street/road names and general geographic areas.
  • Intermittently, sit while completing forms or reports; bend, squat, climb, kneel, twist and reach when repairing, installing, or painting traffic signs; perform simple and power grasping, pushing, pulling and fine manipulation; regularly lift very heavy weight.
  • Train, assign and review the work of subordinate staff.
  • Operate striper attachment on a large pavement striping machine and apply paints, lacquers and enamels in traffic sign maintenance work of a difficult and complex nature.
  • Use drafting tools and silk screening paint equipment; forklift, hydraulic lift and pick up truck; paint guns, pumps and compressors; various hand tools.
  • Act quickly and calmly in emergency situations.
  • Analyze situations quickly and objectively and to determine proper course of action.
  • Safely and effectively perform duties and operate equipment in regular traffic areas.
  • Work unusual and prolonged work schedules; work multiple shifts during emergencies, seasonally-caused circumstances, or special projects in varying climatic and temperature conditions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

SUBSTITUTE LISTS

The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you are contacted for an interview by a County department, you will be informed of the classification and other relevant information. If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.

EMPLOYEES OF OTHER PUBLIC AGENCIES

Placer County offers an expedited process for qualifying certain applicants for interviews.
