POSITION INFORMATION

The Tahoe Operations Manager is a key leadership position in the Placer County Executive Office, providing administrative oversight, community relations partnerships, project management, and operational guidance to CEO staff throughout North Lake Tahoe and Eastern Placer County. This position will be responsible for ensuring implementation of countywide policies and initiatives, coordinating with internal departments throughout the County, and collaborating with external agencies (Tahoe Regional Planning Authority, Tahoe Transit District, Public Utility Districts, Tahoe Conservancy, etc.) and multiple community partners at the local, regional, state, and federal levels within the Eastern Placer County region.

Working under the direction of the County Executive Officer, or assigned designee, this position will assist in implementing the County’s multi-disciplinary operational strategies within the North Tahoe basin area. This will require extensive internal and external stakeholder involvement to implement and deliver results on the administrative direction from the County Executive Officer and policy direction from the Board of Supervisors.

The successful candidate must develop a strong and thorough understanding of the organizational and legislative priorities of the region. Prior professional background in a local government setting is beneficial, as well as experience overseeing complex, community-wide projects and/or managing program administration. The ideal candidate will be self-motivated and outcome-focused while ensuring community collaboration and input remain a core focus. In addition, the Tahoe Operations Manager will work closely with both the District 5 Supervisor’s Office and key operational departments to address issues of community concern within the Tahoe Basin area. The position aligns with the Principal Management Analyst classification and is considered a management professional with the County Executive Office.

  • Ability to work independently with minimal day-to-day supervision.
  • Prior supervisory experience overseeing a highly professional team of analysts and technicians.
  • Strong project management knowledge leading and delegating multiple projects.
  • Understanding of how to successfully work within a political environment. 
  • Experience in community engagement and meeting facilitation.
  • Ability to write staff reports and develop concise recommendations for CEO and Board of Supervisors’ consideration.
  • Financial astuteness and background managing an operational and/or capital budget.
  • Understanding of/direct experience working in a tourism-based economy.
  • Outstanding communication and interpersonal skills.

Short-Term Goals: 

  • Establish and maintain ongoing communication and engagement with the County Executive Officer and CEO executive management staff.
  • Establish successful professional working relationship and engagement with District 5 Supervisor and understanding of District 5 goals/desired outcomes.
  • Provide supervisory oversight of management analysts and administrative support staff in the CEO Tahoe Office. 
  • Update the existing Tourism Master Plan for the Tahoe Basin area. 
  • Maintain/strengthen relationships with key community stakeholders, including key partners such as the North Lake Tahoe Resort Association and the various Public Improvement Districts. 
  • Assist in identifying biomass utilization in eastern and western Nevada County as a means of making forest health and wildfire fuel reduction projects in the County more economically feasible and bringing jobs, economic sustainability, health, and other benefits to Placer County communities.

  • Propose opportunities to strengthen organizational connections with the CEO staff at the main facility in Auburn.
  • Support responsible economic initiatives that enhance the economic vitality of the area. 
  • Foster a culture of continuous improvement and innovation in collaboration with the entire CEO Office.
  • Build internal relationship structures to encourage collaboration and alignment with policy direction of the organization.
  • Advance fiscally sound and outcome-focused solutions based on thorough sound cost-benefits analysis. 
  • Strengthen existing partnerships and build new relationship with key agencies, groups, communities, and other stakeholders dedicated to moving the North Tahoe Region forward in the transportation, forest health, tourism, housing, development and redevelopment, and environmental sustainability policy arenas.

DEFINITION

(Unclassified)

To plan, direct, administer, and manage assigned teams; to develop, manage, monitor and review the activities of major and significant County-wide operations, projects and programs (i.e. public works, land use, etc) that often require working with complicated logistics of interdepartmental and/or interagency cooperation; to serve as a positive and motivational leader of professional and technical employees and to participate as a positive and cooperative team member.

DISTINGUISHING CHARACTERISTICS

The Management Analyst job series represents professional positions responsible for establishing, maintaining, and monitoring a variety of administrative policies, budget and fiscal processes, and organizational and legislative issues on a County-wide basis as well as providing a liaison with and support to departments as a representative of the County Executive Office.  Positions within this job series are exclusive to allocation within the County Executive Office.

The Principal Management Analyst level recognizes positions that provide full second-line direct supervision to a team(s) of professional, technical, and clerical employees within a work section and assumes substantive and significant responsibilities for Countywide programs, projects, and/or initiatives as well as the on-going support for assigned departments.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the County Executive Officer or Assistant County Executive Officer or his/her designee.

 

Exercises direct supervision over professional, technical, and clerical staff.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of increasingly responsible experience in public administrative, administrative analysis, including two years of supervisory responsibility.

Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business or public administration, political science or a related field.

NOTE: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department. Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

License or Certificate:
May need to possess a valid California driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.
