Placer County's Department of Health and Human Services is currently recruiting for Senior Client Services Practitioners to fill vacancies in the Children's System of Care Division.
The eligible list established from this recruitment will be used to fill future vacancies in divisions within Health and Human Services, including: Children’s System of Care, Adult System of Care and Public Health. The supplemental questionnaire for this recruitment provides program/assignment descriptions.
The Senior Client Services Practitioner classification covers a broad spectrum of support services and program functions within Placer County Health and Human Services, and includes varying responsibilities and career paths. When completing the application and supplemental questionnaire, applicants are encouraged to include relevant education and a description of experience providing professional and/or clinical/social work services, as well as any lead or supervisory experience.
Eligible lists remain active for a minimum of six months and up to two years, therefore, this list may also be used to fill both open and/or promotional vacancies as they arise.
Subject to approval by the appointing authority and upon successful completion of a foreign language proficiency exam, an additional 5% bilingual pay will be paid to employees who use a second language on a regular basis in the normal course of business.

To perform client service case work and provide clinical treatment requiring a high level of skill and independent judgment in serving children, adolescents and/or adults with serious mental illnesses; to provide clinical or community-based program supervision; to oversee investigations and the supervision and placement of minors in need of protective services; to oversee and provide outreach engagement; to exercise technical and functional supervision over subordinate professional staff; and to function as an integral and supportive member of assigned departmental and multi-disciplinary team(s).
This is the advanced journey level class in the Client Services Practitioner series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing assigned duties of a more complex nature, and by the nature of the public contact. Employees in this job class perform the most difficult and responsible types of duties assigned to classes within this series including clinical program supervision or supervision of multiple community-based programs and staff. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.
Receives general direction from a program manager or other management position.
Exercises clinical supervision over assigned program staff and technical and functional supervision over subordinate professional staff.

Experience and Training: Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Three years of responsible experience performing duties similar to a Client Services Practitioner in Placer County with at least one year of qualifying experience at the journey level.
Training: A Master's degree from an accredited college or university with major course work in social work, psychology, or counseling which meets the eligibility requirements for licensure as a Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT) or Licensed Professional Clinical Counselor (LPCC) by the State Board of Behavioral Science Examiners.

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.
The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.
