The Department of Public Works is seeking an experienced GIS Analyst to join the Environmental Utilities team which includes a multi-disciplinary group of engineers, environmental professionals, and operations staff.
Environmental Utilities is primarily responsible for wastewater and solid waste services in the unincorporated areas of Placer County. Other mission areas include groundwater sustainability planning, recycled water integrated use, and watershed forest management.
The successful candidate will be responsible for developing and implementing a wide array of desktop and mobile GIS applications to support these endeavors with an emphasis on asset and fieldwork management. This is a unique opportunity for a candidate that is interested in being on the ground floor as the County transitions to a single enterprise GIS environment centered on ESRI software. Keys to success will include the ability to collaborate with a broad group of stakeholders, manage multiple projects, and be innovative when faced with challenges. Experience with underground utility construction and field data collection applications is preferred. Successful candidates may also be called upon to support the County’s Emergency Operations Center during activations.

Performs professional duties related to planning, customizing, organizing and maintaining the geographic information system (databases and associated hardware and software); generates and analyzes spatial data and provides input/recommendations in order to support a variety of County projects; produces a wide variety of reports and maps, prepares data, analysis, maps, and mapping applications for various County departments and the general public; and performs a variety of technical tasks relative to assigned area of responsibility.

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.
The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required).
