The Human Services Division provides a variety of programs to help Placer County families and individuals have a better future through access to healthy nutrition, healthcare, affordable housing, and training and temporary assistance when times are difficult. Human Services is dedicated to ensuring a better and healthy quality of life for the residents of Placer County. The Placer County Human Services Division has an excellent and rewarding career opportunity for a dynamic and ambitious individual interested in furthering their career as a Human Services Program Manager. Reporting directly to the Director or Deputy Director, this position is responsible for managing the daily operations of one or more social services programs which may include Medi-Cal, CalFresh, CalWORKs and General Relief programs. The ideal candidate will be well versed in human services public benefit programs and will provide direct supervision to Human Services' supervisors in complex and varied program areas. Duties include ensuring compliance with federal, state, and local laws and regulations pertaining to public benefit programs; establishing and implementing assigned program objectives and performance standards; and ensuring program compliance with accuracy and timeliness standards. Using strong managerial skills as well as a keen knowledge of the Medi-Cal, CalFresh, CalWORKs and General Relief programs, the position may oversee clerical support staff, program analysts, training and quality assurance teams, and may have staff stationed in the Rocklin, Auburn, and Tahoe offices, as well as the Human Services Call Center.
The ideal candidate will have prior experience ensuring compliance with federal, state, and local laws and regulations through implementations of various internal audits and reviews, reviewing and analyzing data through committees, preparation and coordination of external reviews and the implementation and oversight of human services program. In addition, the ideal candidate will demonstrate a strong knowledge of supervision and experience in personnel issues. The candidate would demonstrate adaptability, positivity and compassion, with strong problem solving and customer service skills, and experience leading an effective team.
This recruitment may be used to fill both open and promotional vacancies in various Health and Human Services Divisions as they arise, subject to specific position requirements.
To plan, organize, manage, and coordinate the programmatic, administrative, and operational activities in support of assigned and multiple program areas; to direct, manage, and supervise the work of assigned staff/team members; to establish and implement assigned programs’ objectives and performance standards; to promote, coordinate, and participate in collaborative activities, programs, and projects; and to function as a proactive and positive member of a program management team within the Department.
The Program Manager job class recognizes positions that provide full second-line, direct supervision to program/project teams within the context of one large and complex division or program, or multiple program areas. Incumbents within this job class provide responsible clinical, administrative, operational, and program management within the Health and Human Services Department.
Receives general direction from higher level management staff.
Exercises direct supervision over supervisory, professional, technical, and clerical personnel.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Five years of increasingly responsible clinical and/or administrative experience in a health or human services agency, including at least two years of supervisory responsibility; or, when assigned to the Human Services Call Center, five years of experience in a call center, including two years of experience with a public assistance, social services, human services, medical or health-related call center that would provide an opportunity to possess expertise with telecommunications industry systems, standards and trends; and, at least two years of supervisory responsibility.
Training: Equivalent to a Bachelor's degree from an accredited college or university. Designated positions may require major course work in specified and concentrated areas of study.
License or Certificate:
NOTE: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department.

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph) and/or be bonded. Additionally, positions in law enforcement classifications, and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.
