Management Analysts are responsible for providing independent analyses of County department or County-wide budget and fiscal processes and programs. The County Executive Office will be filling vacancies in the following areas:
Fiscal/Budget: The ideal candidate will have experience with budget development and performing analyses of budget adherence, ideally in the public sector. The ideal candidate will also be highly adaptable, flexible, and politically astute in dealing with changing expectations.
Land Use/Capital Projects: The ideal candidate will possess policy, legislative, and budget experience related to land use, public works, facilities, and/or public service delivery. Specific duties may include assisting or leading efforts such as: creating and/or implementing capital improvement plans; reviewing, drafting, and/or implementing fee programs; assisting with tax share negotiations; coordination with departments to implement County priority projects; and project, contract, and budget management.
Public Safety: The ideal candidate will possess policy, legislative, and budget experience related to public safety, criminal justice and corrections, or health and human services programming.
To act as an analytical resource in support of assigned County departments in the budget review, analysis, monitoring process; to serve as the liaison between the County Executive Office and assigned departments; to support assigned departments in strategic planning, organizational and policy review, staffing considerations and other assigned projects by providing research, guidance, and tactical advice; to conduct research and analysis for County-wide programs and special projects; and to act as a positive and effective team member.
The Management Analyst job series represents professional positions responsible for establishing, maintaining, and monitoring a variety of administrative policies, budget and fiscal processes, and organizational and legislative issues on a County-wide basis as well as providing a liaison with and support to departments as a representative of the County Executive Office. Positions within this job series are exclusive to allocation within the County Executive Office.
This is the full journey level class within the Management Analyst series. This class is distinguished from the Management Analyst I by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the County Executive Office. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.
This class is distinguished from the Senior Management Analyst in that the latter has program responsibility for specialized programs/projects, performs the most complex and sensitive analytical duties, and exercises technical and functional supervision over professional staff and direct supervision over clerical and technical staff.
Receives general supervision from assigned management personnel.
May exercise technical and functional supervision over assigned professional, technical, and clerical staff.

Experience and Training: Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Two years of responsible analytical experience performing duties similar to a Management Analyst I in assigned program areas with Placer County.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, political science or a related field.
NOTE: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department.
NOTE: Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.
License or Certificate: May be required to possess a valid California driver's license. Proof of adequate vehicle insurance and medical clearance may also be required.

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph) and/or be bonded. Additionally, positions in law enforcement classifications, and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.
The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
