POSITION INFORMATION

The Department of Facilities Management is recruiting for a Property Manager. This position will be responsible for leadership, management and development of the Real Estate Division consisting of project managers and technical/administrative staff.  This division is responsible for identifying/evaluating properties for acquisition, carrying out acquisition and leasing activities and selling properties in accordance with County, state  and other governing codes. The ideal candidate will have a strong track record of personnel and project management and experience in public real estate, governmental approval processes, principles/practices of real estate, contracts, project management and customer service. DEFINITION

To plan, organize, direct and manage the activities of the Property Management Division within the Facilities Management Department including planning, development, acquisition, leasing and management of real property; to coordinate property management activities with other divisions and departments; and to provide highly complex staff assistance to the Director of Facilities Management.

DISTINGUISHING CHARACTERISTICS

The Manager level recognizes positions that provide full line and functional management responsibility for a division or program area within a department.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Director of Facilities Management.

Exercises direct supervision over supervisory, professional, technical and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Develop and implement Divisional goals, objectives, policies and procedures.
  • Plan, organize and direct property management activities including planning, development, acquisition, leasing and management of real property.
  • Direct, oversee and participate in the development of the property management work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
  • Prepare the Property Management Division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
  • Recommend the appointment of personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Represent the Division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of increasingly responsible experience in real property management, including two years of supervisory responsibility.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in public or business administration, finance, real estate or a related field.

License or Certificate:

  • May need to possess a valid driver's license as required by the position. 
  • Proof of adequate vehicle insurance and medical clearance may also be required.

NOTE: Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of property acquisition, leasing and management.
  • Principles of real estate finance.
  • Principles and practices of negotiation.
  • Pertinent local, State and Federal rules, regulations and laws, including real property contract law and applicable County codes.
  • Regulations and procedures relative to real property development.
  • Advantages and disadvantages of various types of leases.
  • Modern office procedures, methods and computer equipment.
  • Principles and practices of policy development and implementation.
  • Principles and practices of organizational analysis and management.
  • Budgeting procedures and techniques.
  • Principles and practices of supervision, training and personnel management.

Ability to:

  • Organize and direct the Property Management Division operations.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve Department related issues; remember various rules; and explain and interpret policy.
  • On a continuous basis, sit at a desk and in meetings for long periods of time.  Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means.
  • Perform the most complex work of the Division, including managing multiple projects and assignments.
  • Understand and interpret land development plans.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Gain cooperation through discussion and persuasion.
  • Interpret and apply County and Department policies, procedures, rules and regulations.
  • Prepare and administer a budget.
  • Supervise, train and evaluate personnel.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing, including the ability to make effective public presentations.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph) and/or be bonded. Additionally, positions in law enforcement classifications, and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.
