DEFINITION

To assist the Road Superintendent/Public Works Manager in planning, organizing and directing the activities of the Road Division within the Public Works Department; and to provide highly responsible staff support to the Road Superintendent/Public Works management.

DISTINGUISHING CHARACTERISTICS

The Assistant Superintendent level recognizes positions that provide full second-line, direct supervision to employees within a division and/or assume substantive and significant administrative responsibility in several defined areas or specialties.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Road Superintendent/Public Works Manager.

Exercises direct supervision over supervisory, technical and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

  • Assist the Road Superintendent/ Public Works Manager in managing and directing the Road Division. 
  • In the absence of the Road Superintendent/ Public Works Manager, to assume the responsibility of the Superintendent/ Manager as needed. 
  • Assist in developing Division goals and objectives; assist in the development of and implementation of policies and procedures. 
  • Assist in planning, organizing and directing Road Division activities. 
  • Develop and implement the Road Division work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures. 
  • Administer and supervise snow removal program. 
  • Prepare various reports on operations and activities; research and prepare technical and administrative reports; prepare written correspondence. 
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staffing, equipment, materials and supplies; monitor and control expenditures. 
  • Participate in the selection of staff; coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. 
  • Represent the Division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. 
  • Build and maintain positive working relationships with co-workers, other county employees and the public using principles of good customer service. 
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Experience: Five years of increasingly responsible experience in road maintenance and construction, including two years of relevant supervisory responsibility.

Training: Equivalent to an Associate’s degree from an accredited college or university with major course work in public administration, business administration, construction management or a related field.      

License or Certificate:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of road construction, maintenance and repair, including snow removal.
  • Pertinent local, State and Federal rules, regulations and laws.
  • Modern office procedures, methods and computer equipment.
  • Principles and practices of policy development.
  • Principles and practices of analysis and management.
  • Budgeting procedures and techniques.
  • Principles of supervision, training and performance evaluation.
  • Principles and practices of safety management.

Ability to:

  • Organize, implement, direct and supervise Road Division operations/activities.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve Department related issues; remember various rules; and explain and interpret policy.
  • On a continuous basis, sit at desk and in meetings for long periods of time.  Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and communicate through written means.  Intermittently stand, walk, climb and bend while performing work in the field; regularly lift very heavy weight.
  • Work unusual and prolonged work schedules during emergencies, seasonally-caused circumstances, or special projects in varying climatic and temperature conditions.
  • Interpret and apply County and Department policies, procedures, rules and regulations.
  • Assist in performing the most complex work of the Division.
  • Assist in the development and monitoring of the Division budget.
  • Assist in the development and recommendation of Division policies and procedures.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate clearly and concisely, both orally and in writing.
  • Supervise, train and evaluate assigned staff.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph) and/or be bonded. Additionally, positions in law enforcement classifications, and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.
