Adult System of Care (ASOC):

Adult Protective Services (APS):  Investigates allegations of harm to seniors and dependent adults who are reported to be endangered by physical, sexual and financial abuse, isolation, neglect or self-neglect. Staff triage calls from the community and family members to evaluate the need for investigations in the community, coordinate crisis responses, hospitalizations, and other home visits, as well as provide community resources to eligible adults and their families to help them remain safe and independent. Responsibilities include the supervision and training of case workers, supervising clerical staff, conducting investigations, understanding and implementing state regulations, and gathering and reporting required APS data to the state. The supervisor works closely with community partners including law enforcement in supporting elder and dependent adults and working to increase resources for vulnerable population, participates in multi-agency meetings and coordinates presentations for increased awareness of elder and dependent adult abuse.

Housing and Homeless Services: Provides supervision to a variety of housing programs, wellness centers, and consumer development.  Duties include supervision of Client Services Practitioners, Client Services Counselors, Client Services Assistants, and Peer Advocates under each program. The supervisor ensures adherence to all county, state, and federal rules and regulations, including:  Medi-Cal, Department of Health Care Services (DHCS), Department of Housing and Urban Development (HUD), Permanent Supportive Housing (PSH) regulations, and state landlord-tenant laws. The supervisor interprets and ensures adherence to government guidelines related to existing programs; writes grants, contracts renewals, annual reports, budgets, and expense reports; performs data analysis of project performances; and tracks contract providers to ensure scope of services are provided. On an on-going basis, the supervisor engages homeless individuals from wellness centers to provide referrals and linkage to services, and maintains awareness of homeless issues in order to develop services and programs to meet the needs of this population.

Essential knowledge and abilities required of the supervisor include: knowledge of different funding sources utilized for the development of housing projects; ability to publicly represent the Housing and Homeless Services programs, including making report and data presentations, and collaborating with a multi-agency body of government, as well as private and non-profit agencies.

In-Home Support Services (IHSS): Assesses the needs of low income elderly, blind, or disabled people to determine the services a caregiver could provide to enable the recipient to remain safely in their home. Responsibilities include the supervision and training of case workers, supervising clerical staff, preparing for fair hearings and working with families to resolve complaints, staying apprised of state regulations that govern this complex program, and determining ways to implement state regulations. The supervisor works closely with quality assurance to maintain program integrity and avoid fraud, participates in the IHSS Advisory Council meetings, and works closely with the Public Authority to ensure appropriate recipient and provider matches.

Mental Health Services: Provides mental health services including mental health screening and assessments; case management including review of assessments, treatment plans, and on-going outpatient mental health services provided by providers; reviews authorizations for clinically indicated progress and continued medical necessity; ensures mental health interventions match the assessment and diagnosis; conducts risk assessment during crisis situations to include 5150 assessments for danger to self or others; provides mobile services in the community to de-escalate crisis situations with youth and families; and ensures compliance with all Medi-Cal and DHCS rules, regulations, procedures, and ensures accurate documentation and billing.

Public Authority:  Recruits, enrolls, monitors and trains providers for the In Home Supportive Services program. Responsibilities include the supervision and training of payroll, registry and clerical staff, staying apprised of state regulations that govern this complex program, and determining ways to implement state regulations. The supervisor participates in the IHSS Public Authority Advisory Council meetings, and works closely with the In Home Supportive Services supervisor and staff to ensure appropriate recipient and provider matches.

Public Guardian: Establishes conservatorships to arrange mental health treatment and placement for people who are gravely disabled and unable to provide for their physical health, food, clothing, shelter and treatment needs as a result of a mental disorder and probate for frail (primarily elderly) adults who are unable to provide for their own personal needs, unable to manage their own finances, or cannot resist undue influences. This position supervises a team of Public Guardians, the Public Administrator Assistant, the transportation team and clerical staff; conducts investigations in order to support conservatorship petitions with the court, working closely with County Counsel; oversees the court process on all hearings; and interfaces with treatment facilities and with the fiscal team to ensure fiduciary integrity for all conserved clients.

Quality Assurance/Improvement:  Provides support to critical Quality Assurance/Quality Improvement and Compliance components of the programs under both the Adult and Children’s Systems of Care.  The critical functions of this program include conducting internal reviews to ensure direct service providers are conducting services within the county, state and federal guidelines; developing policies and procedures, tracking trends on quality assurance issues and developing training and tools to address trends; providing support to direct service providers, completing a variety of QA reports and actively participating in reviews completed by agencies who provide State and Federal oversight.

Substance Use Disorders: Provides supervision to a variety of programs that include partnerships with criminal justice, co-occurring services, healthcare, prevention services, and various county departments. The supervisor is responsible to oversee and administer a county-run Outpatient Alcohol and Other Drug (AOD) program, drug court, veteran's court, PC1210 (Prop 36) court, driving under the influence (DUI) services, perinatal outreach services, fiscal and programmatic oversight of community contracts/AOD services, Co-Occurring Full Service Partnership and AB 109 programming/services;  provide oversight and ensure adherence to all county, state, and federal rules and regulations including knowledge of Title 22 (Drug Medi-Cal), Substance Abuse Prevention and Treatment (SAPT) Block Grant funding requirements, applicable welfare and institutions codes, DUI, complete and review comprehensive assessments, diagnosis, screenings, treatment plans, progress notes, and discharge plans of clinical staff.

Children's System of Care (CSOC):

Family and Children’s Services:  Supervises a team who provides 24-hour emergency response investigations and services to children who are at risk or have suffered from abuse or neglect and their families. CSOC staff partner with key community agencies to provide prevention and early intervention services to families at high risk of abuse or neglect of children.

Family Functional Therapy (FFT) and Dependency Mental Health Care:  Provides oversight and monitoring of FFT Program ensuring adherence to the clinical model, tracking and evaluating outcomes, and meeting regularly with the FFT liaison. The supervisor provides oversight and monitoring of Dependency Mental Health Assessment and Case Management programs; assists clinical staff in mental health screening and eligibility assessment, determining treatment needs and post-assessment recommendations; supports staff in working within a child and family team to determine treatment goals and modality.

Ongoing Child Welfare Services: Supervises staff who provide a full range of intervention, support, treatment and placement services to children who are either at risk or have been abused and neglected, and their families. CSOC staff work in conjunction with law enforcement agencies and juvenile courts to provide services that ensure safety and adequate supervision in the least restrictive and most home-like settings possible.

Training Coordinator:  Assesses, prepares, facilitates, monitors, evaluates and documents CSOC training activities; coordinates with other county divisions, government agencies, community partners, and external stakeholders to determine training needs; manages shared training dollars and creates efficiencies via shared training resources; determines training needs from employee surveys, Child Welfare Services System Improvement Plan, and the Mental Health Quality Improvement Plan; creates and submits the training plan for child welfare services; and manages the training database through e-learning.

Wraparound: Supervises a program for providing intensive in-home support services to families in Placer County where children are at risk of out-of-home placement or have been put in placement and cannot return home successfully without extra support. The Wraparound program uses the “whatever it takes” approach as it focuses on building upon family and individual strengths to reach successful outcomes.

Resource Family Approval (RFA):  Supervises the practitioners, counselors, and assistants who provide assessment, training, adoption services and approval to foster homes, FFA’s, Relative Homes, Non-Related Extended Family Members (NREFM’s), and guardians.  Requires knowledge of the new CDSS regulations around RFA.  Receives and assesses all county letters and all county information notices relative to RFA.

Federal Child and Family Services Review:  Supervisor will need to possess considerable knowledge of the new child welfare requirement for county operated case reviews.  This position would largely provide case auditing services and oversight of other supervisor and senior level staff who are doing these case reviews.

Employment Services:  The Employment Services Program assists CalWORKs (California Work Opportunity and Responsibility to Kids) recipients in achieving self-sufficiency. Assessing abilities, strengths, and needs, the Client Services Counselor works with recipients to overcome barriers, utilizing department and community resources to create a plan for employment, and ensures compliance with State and Federal work requirement regulations.
