Adult System of Care (ASOC):

Adult Protective Services (APS):  A 24-hour program mandated by the State that investigates allegations of harm to seniors and dependent adults who are reported to be endangered by physical, sexual, and financial abuse, isolation, neglect or self-neglect.

In-Home Supportive Services (IHSS): Assesses the needs of low income elderly, blind, or disabled people to determine the services a caregiver could provide to enable the recipient to remain safely in their home.

Mental Health Services: Provides services for a variety of mental health and co-occurring disorders programs including: out-client services, crisis response, Conditional Release Program (CONREP), mental health court, supportive housing, consumer development and homeless services.

Public Authority:  Recruits, enrolls, monitors and trains providers for the In Home Supportive Services program.

Public Guardian: Establishes conservatorships to arrange mental health treatment and placement for people who are gravely disabled and unable to provide for their physical health, food, clothing, shelter and treatment needs as a result of a mental disorder and probate for frail (primarily elderly) adults who are unable to provide for their own personal needs, unable to manage their own finances, or cannot resist undue influences.

Quality Assurance/Improvement:  Provides support to critical Quality Assurance/Quality Improvement and Compliance components of the programs under both the Adult and Children’s Systems of Care.  The critical functions of this program include conducting internal reviews to ensure direct service providers are conducting services within the county, state and federal guidelines; developing policies and procedures, tracking trends on quality assurance issues and developing training and tools to address trends; providing support to direct service providers, completing a variety of QA reports and actively participating in reviews completed by agencies who provide State and Federal oversight.

Substance Use Disorders: Provides a variety of programs that include partnerships with criminal justice, co-occurring services, healthcare, prevention services, and various county departments.

Children's System of Care (CSOC):

Family and Children’s Services (Formerly ACCESS):  Provides 24-hour emergency response investigations and services to children who are at risk or have suffered from abuse or neglect and their families. CSOC staff partner with key community agencies to provide prevention and early intervention services to families at high risk of abuse or neglect of children.

Family Functional Therapy (FFT) and Dependency Mental Health Care:  Provides oversight and monitoring of FFT Program ensuring adherence to the clinical model, tracking and evaluating outcomes, and meeting regularly with the FFT liaison.

Mental Health Services: Provides general mental health oversight including review of assessments, treatment plans, and on-going outpatient mental health services; reviews authorizations for clinically indicated progress and continued medical necessity; ensures mental health interventions match the assessment and diagnosis; conducts risk assessment and oversees crisis situations and responses; ensures compliance with all Medi-Cal and DHCS rules, regulations, procedures, and ensures accurate documentation and billing.

Ongoing Child Welfare Services: Provides a full range of intervention, support, treatment and placement services to children who are either at risk or have been abused and neglected, and their families. CSOC staff work in conjunction with law enforcement agencies and juvenile courts to provide services that ensure safety and adequate supervision in the least restrictive and most home-like settings possible.

Training Coordinator:  Assesses, prepares, facilitates, monitors, evaluates and documents CSOC training activities; coordinates with other county divisions, government agencies, community partners, and external stakeholders to determine training needs; manages shared training dollars and creates efficiencies via shared training resources; determines training needs from employee surveys, Child Welfare Services System Improvement Plan, and the Mental Health Quality Improvement Plan; creates and submits the training plan for child welfare services; and manages the training database through e-learning.

Wraparound: Provides intensive in-home support services to families in Placer County where children are at risk of out-of-home placement or have been put in placement and cannot return home successfully without extra support. The Wraparound program uses the “whatever it takes” approach as it focuses on building upon family and individual strengths to reach successful outcomes.

Resource Family Approval (RFA):  Provides assessment, training, adoption services and approval to foster homes, FFA’s, Relative Homes, Non-Related Extended Family Members (NREFM’s), and guardians.

Public Health

Public Health is committed to preventing disease and promoting optimal health for the people of Placer County.  The Division’s core functions include the following: preventing disease, injury, premature death and disability; promoting healthy lifestyles, behaviors and environments; monitoring, controlling and investigating communicable diseases; enforcing laws and regulations that protect health and ensure safety; facilitating access for eligible families to health care services; and preparing for and responding to public health emergencies and disease outbreaks.  Public Health promotes health care equity and equality, and seeks to limit health disparities and barriers to accessing health care services.  The division works with partners in health care, non-profits, schools, and the community to prevent disease, promote wellness, and protect health for individuals, children and families in Placer County.

Employment Services:  The Employment Services Program assists CalWORKs (California Work Opportunity and Responsibility to Kids) recipients in achieving self-sufficiency. Assessing abilities, strengths, and needs, the Client Services Counselor works with recipients to overcome barriers, utilizing department and community resources to create a plan for employment, and ensures compliance with State and Federal work requirement regulations.
