SECTION I: DEPARTMENT PREFERENCE

ADMINISTRATIVE SERVICES: The Administrative Services Department provides comprehensive information technology (IT), including project planning, management for system implementations, maintains the County data and telecommunications systems, including servers, data storage, firewall, and security systems. Administrative Services also provides centralized purchasing services to county departments for the procurement of materials, equipment and services, as well as centralized billing and collection services to secure funds entitled to Placer County and other government entities.
AUDITOR-CONTROLLER: Exercises fiscal control for Placer County as required by federal, state and local law and has responsibility for accounting, budgeting, paying Placer County's obligations, payroll, tax rates, tax roll preparation, record keeping, and bond services for the County. Assignments may include the oversight of the County's Performance Accounting Series (PAS) system, and ACORN (HR/Payroll application).
COMMUNITY DEVELOPMENT RESOURCE AGENCY (CDRA): The Agency provides centralized administration and support services to departments under the Community Development Resource Agency (CDRA) umbrella: Planning, Building Inspection, and Engineering and Surveying. Programs specific to CDRA include environmental review coordination, geographic information services (GIS), information technology support, accounting, auditing, and front counter services, including Tahoe functions and Tahoe Regional Planning Agency (TRPA) interface.
COUNTY EXECUTIVE OFFICE: Includes the following divisions: Administration, Board of Supervisors (BOS), Clerk of the Board (COB), Economic Development (ED), Emergency Services/Community Outreach (ES-CO), Risk Management (RM) and Organizational Development (OD). Administration oversees budget and financial activities, analyzes Board agenda and legislative items, and functions as the liaison between departments and the Board of Supervisors; the BOS governs the county through its authority to set significant policies and responds to the community; the COB coordinates public agendas, committees and commissions, and processes taxpayers' property assessment appeals; ED focuses on economic development opportunities to support delivery of public/private services; the ES-CO functions as the emergency readiness and response agency and delivery of information to the public; RM and OD is responsible for risk avoidance and claims processing, and promotes worker safety and training to county staff.
HEALTH AND HUMAN SERVICES: HHS provides a unified system of quality services to safeguard the health and well being of people in Placer County. Services provided by the department's six divisions include: Crisis & Emergency Services for Family & Children (CPS) and Adult Mental Health/APS, along with a full spectrum of care and support for children and families; a full range of treatment and support services to assist adults and older adults in achieving optimal level of independence; eligibility determinations and employment services to assist with overcoming barriers to employment and achieving self-sufficiency; provides temporary short-term assistance to eligible adults, eliminating or minimizing environmental health hazards; animal care and control programs; health programs to promote healthy lifestyles and behaviors; and primary outpatient medical, dental, and pharmacy services.
HUMAN RESOURCES: The Human Resources Department recruits, retains and supports the County workforce through a wide range of human resource activities including recruitment, benefits, retirement, leave management, ACORN (PeopleSoft Payroll and HR), Civil Service administration, and equal employment opportunity compliance. In addition to providing administrative and secretarial support to the department, the Executive Secretary acts as the Clerk to the Civil Service Commission and is responsible for scheduling, preparing agendas and taking minutes at all public meetings and hearings.
PUBLIC WORKS & FACILITIES: Provides a wide range of public services with offices located in Auburn and North Lake Tahoe, including, but not limited to, the following: public transit services; engineering design and construction of public roads, storm-drain systems, and other similar facilities; bridge rehabilitations; and roadway maintenance of public roads, including snow removal.
SHERIFF: The Sheriff's Office safeguards individual liberties, builds community partnerships, prevents crime, and resolves those crimes that do occur. The Sheriff's Department is also responsible for the professional care and custody of those confined within the county's jail facilities. Other duties and services include marshal, security of courts, and investigation of coroner cases.
TREASURER/TAX COLLECTOR: Provides banking, investment services, and safekeeping of all moneys belonging to the County, school districts, and certain special districts in a manner that maintains the highest level of public trust. The Treasurer also assists the County, school districts, and certain special districts with the issuance and selling of bonds, provides various debt-management and administration services, as well as other financial advisory and consulting services. To provide for current and delinquent billing, collection, and accounting of real and personal property taxes for all local taxing agencies in the County and to provide for the issuance of business licenses and snow chain licenses in the unincorporated area of the County consistent with the highest level of responsiveness and accountability to taxpayers of Placer County.
