SECTION I: MINIMUM QUALIFICATIONS SCREENING (NOT SCORED)

This section will not be scored but may assist with determining how the applicant reports meeting the minimum qualifications for this classification.

Do you possess the equivalent to a Bachelor's degree from an accredited college or university with major course work in any of the biological or physical sciences, environmental health science, engineering or a related field?

This position requires possession of registration as an Environmental Health Specialist by the State of California. Do you possess a valid registration certificate?

Do you possess two years of responsible environmental health administration and enforcement experience performing duties similar to an Assistant Registered Environmental Health Specialist with Placer County?

Within six months of assignment to hazardous materials enforcement, this position requires Certificate of Completion of Training of 40 Hour OSHA Hazardous Waste and Hazardous Materials Categorization, Advanced Class. Do you possess either of these certificates?

SECTION III: TRAINING AND EXPERIENCE (SCORED)

This section of the supplemental questionnaire will serve as the examination for this recruitment and will be scored using a pre-determined formula, based on applicants’ checked responses.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

Instructions: For each item, please select the option that best corresponds with your relevant training and/or experience.

Inspecting and evaluating restaurants and other retail food establishments, public bathing, spa, and other recreational and institutional facilities for environmental and/or public health compliance.

Identifying, eliminating and reducing hazards using principles and processes such as the seven Hazard Analysis and Critical Control Points (HACCP).

Inspecting and evaluating facilities that handle hazardous materials, chemical storage use, or disposal.

Interpreting statutes and regulations governing hazardous materials and hazardous waste, and ensuring compliance with Certified Unified Program Agency (CUPA) and its role in ensuring compliance for hazardous material sites. 

Inspecting housing and vector complaints and/or investigating foodborne illness complaints.

Performing general and substandard housing inspections and institution inspections (jails, hospitals, skilled nursing facilities, schools, etc)(State Housing Law, Cal Code of Regulations in Title 17, 15 and 25, Uniform Housing Code).

Inspecting and evaluating facilities, and responding to complaints or incidents, to ensure compliance with medical waste monitoring and enforcement programs.

Conducting inspections and evaluations to ensure compliance related to the multiple modes of transmission/exposure to public health diseases: droplet contamination, fecal, bloodborne, vectorborne, dermal exposure, contaminated food or water, contaminated fomites, and intermediate hosts/vectors.

Inspecting and evaluating public drinking water systems and potential contamination of source water from underground storage tanks, naturally occurring metals or radioactivity, agricultural activities, sewage disposal systems, mining activities, solid waste disposal sites, and industrial activities.

Evaluating well sites and well construction for code compliance and acceptance as domestic water supply.

Evaluating parcel site conditions, soil mantles and septic designs for proposed on-site sewage disposal systems.

Performing general environmental sampling/testing including knowledge of: chain of custody, representative sampling, aseptic technique, sample labeling, documentation, reading and interpreting results in the field, pool chemistry tests, combustible gas meters, pH test strips or meter, sanitizer test strips, etc.

Inspecting and evaluating recreational pool chemistry, such as disinfection by-products, trihalomethanes, free and combined chlorine, cyanuric acid, bromine, ozone and how pH, total alkalinity and calcium hardness affect disinfection performance.

Investigating and managing endemic, sporadic, epidemic or pandemic public health outbreaks.

Utilizing legal methods to obtain information during investigations and inspections, such as: observation, interviews, report writing, evidence collection, and methods of lawful inspections. 

Performing conflict resolution techniques, such as de-escalation, active listening skills, paraphrase and repeating, and body language adjustment during difficult client situations.

Preparing environmental investigation, inspection, and regulatory reports and correspondence.

Developing and presenting environmental health findings to a County Planning Department representing the opinion of an Environmental Health agency.

Conducting public health outreach training, such as providing food handling or pool education, or other relevant public health training or instruction.

Leading and training subordinate staff in various aspects of environmental of environmental health programs and regulatory requirements.
