The Placer County Conservation Program currently has one vacancy in Auburn:
The incumbent will be responsible for coordination and review of land use entitlement applications for consistency with Program requirements; supporting, collaborating and developing state, federal and non-profit grant proposals to fund Program related land acquisitions, scientific studies, and habitat restoration projects; monitor and report on grant funding implementation; use geo-spatial technology to analyze land use conditions in conjunction with County staff and outside local agencies; and prepare budgets and assist in budget implementation, forecasts, and staffing, equipment, and supplies/materials administration.
The ideal candidate will demonstrate strong land use development skills, understand the principles and application of state and federal laws and regulations covering land use, endangered species, wetlands and water quality.
NOTE: While the successful candidate will initially be hired as a County employee, the position may end upon final state and federal approval and adoption of the Placer County Conservation Program and creation of the Placer Conservation Authority (JPA). At that time, the position may be transferred out of County service to the JPA. If the transfer occurs, the successful candidate will be expected to continue employment with the JPA as the County position will be discontinued.
The Community Development Resource Agency currently has one vacancy in Tahoe:
The incumbent will be responsible for the coordination and review of land use entitlement applications for consistency with the Placer County Zoning Ordinance, the Tahoe Regional Planning Agency (TRPA) Code of Ordinance, and all applicable Area Plans, Community Plans and Specific Plans for those areas in eastern Placer County. Application types range from residential permits, design site reviews and sign permits, to variances, use Permits and CEQA environmental review, up to and including, environmental impact reports. In addition, and under the County’s Memorandum of Understanding with the Tahoe Regional Planning Agency (TRPA), the incumbent will review and issue residential permits and TRPA property verifications under TRPA’s Code of Ordinance/regulations.
The ideal candidate will demonstrate strong land use development and planning skills, CEQA knowledge, the ability to apply multiple regulatory frameworks and strong customer service skills.
*Employees working in Tahoe receive salary plus additional $875 per month Tahoe Branch Assignment Premium for those who meet residency requirements.

Perform a variety of highly responsible complex professional planning duties in the field of current and advance planning; assume a lead role over less experienced professional and technical staff; provide information and assistance to developers and the public on complex planning matters.
This is the advanced journey level class in the professional Planner series. Positions at this level are able to work independently and receive minimal supervision and assistance from management staff.
Positions at this level are distinguished from other positions within the professional planning series by the performance of the full range of duties as assigned including overseeing the activities associated with a variety of complex planning projects and related assignments.
Receives direction from supervisory or management staff as assigned.
May exercise direct supervision over less experienced professional, technical and clerical personnel.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Three years of increasingly responsible planning experience performing duties similar to those of an Associate Planner.
When assigned to Air Pollution Control: Three years increasingly responsible experience including two years performing duties similar to those of an Air Pollution Control Specialist II.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban, regional or environmental planning, or a closely related field.
License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
NOTE: Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph) and/or be bonded. Additionally, positions in law enforcement classifications, and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.
The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
