The Placer County Air Pollution Control District is recruiting for a Deputy Air Pollution Control Officer.  The Deputy Air Pollution Control Officer is a key member of the District’s management team, and will serve as the second in command for the District. For more information about the Air Pollution Control District, please click here.

POSITION INFORMATION

The Placer County Air Pollution Control District office is centrally located in beautiful downtown Auburn, California. The Deputy Air Pollution Control Officer will be responsible assisting the Air Pollution Control Officer in the administration and coordination of the work of the Air Pollution Control District.

DEFINITION

Under general direction, assists the Air Pollution Control Officer in the administration and coordination of the work of the Air Pollution Control District, acts for the Air Pollution Control Officer in his/her absence or as designated, and performs related work as required.

DISTINGUISHING CHARACTERISTICS

This single position class is the assistant department head, appointed by and serving at will to the Air Pollution Control Officer.

SUPERVISION RECEIVED AND EXERCISED

This position reports to the Air Pollution Control Officer and exercises direct supervision over assigned managerial, supervisory, professional, technical and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Recommend and assist in the implementation of District goals and objectives; establish schedules and methods for daily activities and operations; implement policies and procedures.
  • Plan, prioritize, assign, supervise and review the work of professional and technical staff for the District.
  • Plan organize and direct the operation of ambient air quality and pollutant monitoring.
  • Plan, organize, and supervise the implementation of air pollution control enforcement policies and procedures in order to comply with State and Federal standards; direct enforcement proceedings; and negotiate the settlement of violations.
  • Develop, implement and supervise permit evaluation, permit issuance, and compliance/enforcement activities; consult with industry, public and other regulatory representatives; explain policies and procedures related to permit evaluations.
  • Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment and supplies; oversee acquisition of equipment and supplies; monitor and control expenditures.
  • Plan, organize and direct activities related to implementation and incentive grant programs.
  • Represent the district to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary.
  • Make presentations at public meetings and hearings.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Experience: Four years of increasingly responsible experience in air pollution control enforcement and regulation, preferable with direct experience with a local or State government air district in Federal and State non-attainment status, including three years of direct supervisory, budget, program, and management responsibility.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in engineering, environmental health science or a related field.

License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of environmental science as applied to evaluating and controlling sources to air pollution.
  • Fundamentals of land and transportation planning.
  • Principles and practices of leadership, motivation, team building and conflict resolution.
  • Pertinent local, State and Federal laws, rules and regulations.
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
  • Principles and practices of organization, administration and personnel management.
  • Principles and practices of budget preparation, fiscal and personnel management, and administration.
  • Principles of supervision, training and performance evaluation.
  • Managing automation efforts including the direction of systems development, maintenance, operational efforts and hardware and software inventory.

Ability to:

  • Plan, direct and control the administration and operations of the Air Pollution Control District in Federal and State non-attainment status, in local government.
  • Analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various personnel rules; and explain and interpret policy.
  • Develop and implement department strategic plans and objectives to meet program regulations, fiscal constraints, and policy requirements.
  • Develop and implement department policies and procedures.
  • Gain cooperation through discussion and persuasion.
  • Successfully develop, monitor, control and administer departmental budget and expenditures.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Interpret and apply Federal, State and City/County policies, procedures, rules and regulations.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Establish and maintain effective working relationships with those contacted in the course of work including diverse interest groups including other governmental organizations.
  • Communicate clearly and concisely, both orally and in writing.
  • Supervise, train and evaluate assigned personnel.
  • On a continuous basis, sit at desk and in meetings for long periods of time. Intermittently twist to reach equipment surrounding the desk; perform simple grasping and fine manipulation; use telephone and communicate through written means.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph) and/or be bonded. Additionally, positions in law enforcement classifications, and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.
