DEFINITION

(Unclassified)

To assist the Community Development Resource Agency Director in managing and directing the overall operations of the Building Services Division; to oversee and coordinate internal management of the division; to manage a major program of the Agency; to provide highly complex staff assistance to the Community Development Resource Agency Director, which may include plan review, code compliance and enforcement, and building inspection; and to ensure that all division activities and services meet applicable federal, state and local laws and regulations.

DISTINGUISHING CHARACTERISTICS

The Deputy Director level recognizes positions that assume full functional responsibility for a major division that provides diverse, but related, programs. In addition, this classification performs general administrative and management tasks for the Director as assigned and serves as the Chief Building Official for Placer County.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Community Development Resource Agency Director.

Exercises direct supervision over management, supervisory, technical and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Assist the Community Development Resource Director in managing and directing the Building Services Division.
  • Assist in developing the division’s goals and objectives; assist in the development and administration of  policies and procedures.
  • Plan, organize, and direct building services activities and operations, including plan checking, building design and construction, building inspection, and code compliance and enforcement; confer with the Agency Director regarding policies and major operating procedures; review, evaluate, and recommend change; work with and assist subordinates with problems and recommend course of action.
  • Serve as Chief Building Official for the County; coordinate division activities with those of other departments and outside agencies and organizations; provide staff assistance to the County Executive and Board of Supervisors; chair subcommittees and multi-agency task forces; act as Executive Secretary of the Building Board of Appeals; prepare and present staff reports and other necessary correspondence.
  • Oversee and participate in various administrative hearing bodies as a representative of Placer County; attend hearings and appear as a witness in court proceedings; manage and oversee hearing officer contracts.
  • Direct interagency and intra-agency coordination in support of enforcement functions; interpret, evaluate, and enforce complex codes and develop creative solutions to code issues and problems.
  • Direct, oversee, and participate in the development of the division’s work plan; assign work activities, projects, and programs; monitor work-flow; review and evaluate work products, methods, and procedures.
  • Supervise and participate in the development and administration of the Building Services Division budget; direct the forecasting of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement mid-year adjustments.
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees to correct deficiencies; implement discipline procedures as needed; maintain high performance standards necessary for the efficient and professional operation of the division.
  • Represent the division to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary.
  • Interpret and enforce complex building laws, codes, and ordinances; perform complex plan reviews and building inspections; prepare building code violation cases for code enforcement action and litigation.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of effective customer service.
  • Perform related duties as assigned.

 

WORKING CONDITIONS

Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Seven (7) years of increasingly responsible experience in building inspection, including four (4) years of administrative and management responsibility.

Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in construction technology, civil engineering, architecture, or a related field. Other occupational experiences with training related to the position of Chief Building Official may be accepted. Additional training in management is highly desirable.

Required License or Certificate:

  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.
  • Possession of a Certified Building Official (CBO) certification issued by the International Code Council.

  • Plan, direct, and control the administration and operations of the Building Services Division.
  • Prepare and administer a budget.
  • Develop and implement division policies and procedures.

  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Organize, direct, and implement multiple complex building design, construction, plan review, and code enforcement activities and programs.
  • Negotiate contracts and agreements.
  • Perform field inspections on complex projects.
  • Communicate clearly and concisely, both verbally and in writing; make concise and persuasive public presentations.
  • Supervise, train, and evaluate assigned staff.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Length of Probation:

This classification serves at the pleasure of the Appointing Authority and has no specific term and no right to continuous employment.
