To plan, organize, direct, and review the activities and operations of the Economic Development & Housing Division; to formulate policies and strategies related to the County's economic development program; to coordinate assigned activities with other departments and outside agencies; and to provide highly responsible and complex administrative support to the County Executive Officer.
The Economic Development Manager classification is responsible for full line and functional management responsibility for the Economic Development & Housing Division.
Receives policy direction from the County Executive Officer or designee.
Exercises direct supervision over assigned management, professional, technical, and clerical personnel.
Duties may include, but are not limited to, the following:

Develop, plan, and implement division goals and objectives related to a wide variety of economic development programs, including but not limited to, business attraction, retention, and expansion; marketing and promotions; business outreach; and the Business Resource Center.
- Recommend, administer, and oversee economic development policies and procedures.
- Oversee the collection and analysis of data and statistics related to economic development measures and market conditions, such as business climate, business clusters and composition, growth and opportunity sectors, etc.
- Oversee the development of economic development and housing marketing materials, including web page content, social media platforms, and other outreach methods.
- Manage grant applications and oversee the administration of grant funds.
- Conduct fiscal impact analyses for potential economic development and housing-related projects and programs.
- Coordinate division activities with those of other departments and outside agencies and organizations; provide staff assistance to the County Executive Officer and Board of Supervisors; prepare and present staff reports and other necessary correspondence.
- Provide staff assistance to the County Economic Development Board, County Affordable Housing Development Taskforce, and other regional economic development groups and committees.
- Provide technical assistance on a broad range of economic development matters to developers, businesses, prospective industries, and the general public regarding economic development and housing.
- Direct, oversee, and participate in the development of the division's work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
- Supervise and participate in the development and administration of the Economic Development & Housing budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement mid-year adjustments.
- Select, train, motivate, and evaluate personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of the division.
- Represent the division to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
- Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary.
- Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of good customer service.
- Perform related duties as assigned.
Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.
Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Five years of increasingly responsible experience in economic development, land-use planning, housing, or redevelopment, including four years of administrative and management responsibility.
Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in business or public administration, urban or regional planning, finance, economics, or a related field. A master’s degree is preferred.
Required License or Certificate:
- Certified Economic Developer (CEcD) certification preferred.
