To perform technical and analytical work in support of fleet services, including acquisition, utilization and disposal program administration.
Receives direction from assigned supervisory/management staff over assigned work unit. Depending on assignment, may exercise direct supervision over assigned clerical and/or technical staff.
Duties may include, but are not limited to, the following:

Develop specifications for use in the procurement of a variety of vehicles and heavy equipment used by various County departments; confer with users and vendors, research product availability and analyze and evaluate bids.

Prepare recommendations regarding specific purchases; prepare administrative and technical reports and cost analyses for procurement or proposed procurement of fleet equipment; and compose and prepare related correspondence.

Originate new and replacement orders for vehicles and heavy equipment and for related supplies and tools/materials; coordinate equipment-related contract services; examine new equipment for specification compliance; and survey County vehicles and heavy equipment to analyze utilization and develop replacement schedules.

Manage all safety activities within the Public Works Department including coordination with the Countywide safety program. Conduct safety training and vehicle and facility safety inspections; assist in developing safety procedures and materials; monitor personal protective clothing use and conditions and self-inspection activities; attend Department safety committee meetings.

Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.

Perform vehicle/equipment maintenance and repair activities of a complex and difficult nature and provide technical assistance and advice to technical staff.

Coordinate the disposition of vehicles and/or equipment.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Two years of responsible experience in fleet equipment acquisition and materials selection, including experience in the development of specifications and equipment requirements.
Training: Equivalent to the completion of the twelfth grade. Additional specialized training in purchasing, procurement, technical writing or a related field is desirable.
Required License or Certificate:

Possession of a valid Class C driver's license. Depending on assignment, may require possession of, or ability to obtain, a valid Commercial Class A or B driver's license with air brake, tanker and/or hazardous materials endorsements. Proof of adequate vehicle insurance and medical clearance may also be required.
