To plan, organize, manage, and direct the programmatic, administrative, and/or operational activities of the Environmental Engineering Division of the Public Works Department or the Western Placer Waste Management Authority (WPWMA) and to provide highly responsible technical support to higher-level executive management staff.
This level recognizes positions that provide full second-line, direct supervision to employees within a work section, assume substantive and significant programmatic responsibility in a defined area or specialty, and provide a high level of administrative and technical support over projects.
Receives general direction from higher-level management staff.
Exercises direct supervision over supervisory, professional, technical, and clerical staff.
Duties may include, but are not limited to, the following:

Participate in the development and implementation of division policies, procedures, goals, and objectives; serve as an effective and positive member of the department's management team.

Plan, organize, manage, and direct the programmatic, administrative, and operational activities within designated areas of responsibility; monitor and evaluate work in progress to ensure compliance with goals and policies.

As assigned, plan, develop, and oversee the work of staff and consultants involved in solid waste operations, utility operations, land development, and water planning, including landfill, solid waste projects and engineering, Material Recovery Facility (MRF), collections and recycling, water and wastewater projects, wastewater collection systems, water treatment and distribution, hydroelectric facilities, environmental compliance, short- and long-range facility and program planning, and public education.

Evaluate operations and activities of assigned unit; implement improvements and modifications; prepare various reports on operations and activities.

Coordinate with appointing authority to develop, negotiate, and manage contracts for solid waste collection and disposal, Material Recovery Facility (MRF) operations, engineering, construction, and environmental services.

Participate in budget preparation and administration; prepare cost estimates for budget recommendations; coordinate and direct the forecasting of funds needed; research and analyze funding resources and availability; submit justifications for projects, equipment, and staff; monitor and control expenditures.

Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.

Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of effective customer service.

Establish and maintain open communication with other County departments, agencies, multi-disciplinary teams, and other organizations; coordinate data, resources, and work products in support of productive and positive working relationships.

Represent the division or organization to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.

Perform related duties as assigned.
Work is typically performed in an indoor office environment with controlled temperature conditions. Positions may require travel to and from other locations in a variety of outdoor weather conditions. Some positions may perform work outdoors and/or in close proximity to solid waste and/or a landfill with associated noises and odors.
Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Five (5) years of increasingly responsible experience as a registered professional engineer in wastewater, solid waste management, water, environmental engineering, or a related field, including two (2) years of administrative and supervisory responsibility.
Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in civil engineering, environmental engineering, or a related field.
Required License or Certificate:

Possession of a Certificate of Registration as a Professional Engineer in an appropriate discipline as issued by the State of California.

May need to possess a valid driver’s license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
Length of Probation:
All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
