DEFINITION

To provide custodial, building maintenance parts, materials and supplies to the Parks and Grounds Division and Building Maintenance Division for the Department of Facility Services; to  purchase and maintain inventory of necessary and appropriate parts and supplies for custodial and building maintenance and repair; and to perform responsible purchasing and inventory control duties.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Storekeeper series.  Incumbents within this class   perform the full range of duties as assigned including performance of responsible   purchasing and inventory control duties.   Incumbents work under immediate supervision while learning job tasks, progressing to general supervision and instruction as procedures and processes of assigned area of responsibility are learned.
 
This classification is distinguished from the Senior Storekeeper level in that the latter is an advanced journey level that provides functional and technical lead supervision over the Storekeeper and/or performs the most difficult and complex work requiring specialized technical and functional expertise.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision from the Senior Storekeeper or management and supervisory staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Issue building maintenance parts, paper goods and supplies to users on a routine basis according to a pre-established schedule, as well as upon request for as-needed items on a daily basis. 
  • Maintain adequate physical inventory of parts and supplies and document and maintain inventory records; purchase parts and supplies according to approved budget; purge and dispose of obsolete items.
  • Update open purchase orders; maintain and use catalogs and vendor order books; review and post invoices as received; and work with vendors to expedite special and/or urgent orders. 
  • Maintain accurate records of related purchase and supply transactions; prepare reports of purchases, supplies provided, budget usage, etc. 
  • Receive incoming parts and supplies; determine placement of and physically stock received items in warehouse and yard.
  • Operate light trucks or vans and a forklift as assigned. 
  • Drive to various locations to pick up items or deliver items for contracted repair; arrange for shipment of items to be returned by various common carriers; make minor equipment or automotive repairs during seasonal down-times. 
  • Build and maintain positive working relationships with co-workers, other County employees, supply vendors and the public using principles of good customer service. 
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience:
One year of responsible experience performing storekeeping duties similar to those in Placer County.

Training:
Equivalent to the completion of the twelfth grade.  Additional specialized training in purchasing, inventory control or a related field is desirable.

License or Certificate:

  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.
  • May require possession of license to purchase freon as required by the position.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Purchasing and procurement policies and procedures.
  • Modern office procedures, methods and computer equipment.
  • Arithmetic and basic mathematical calculations.
  • Building maintenance parts and supplies.
  • Inventory systems and controls.

Ability to:

  • On a continuous basis, know and understand operations and observe safety rules; understand, interpret and explain County purchasing policies and procedures; identify and locate supplies and equipment; interpret work orders; remember supply/equipment locations and how to operate equipment; and explain job to others. 
  • Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing placement or retrieval of supplies/equipment; perform simple and power grasping, pushing, pulling and fine manipulation; regularly lift very heavy weight.
  • Obtain information through interviews and dialogue; simultaneously process multiple supply requests of a difficult or complex nature; and work effectively with interruption.
  • Prepare complex or difficult purchase orders and related documents; forecast immediate and long-term supply and equipment needs affected by complex circumstances and conditions.
  • Analyze situations quickly and objectively and determine proper course of action.
  • Use a computer, calculator, typewriter, telephone, facsimile machine, postage meter and photocopy machine.
  • Use forklift, hydraulic lift, hand cart, hand tools and light truck or flat bed truck.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
