DEFINITION

To plan, organize, direct, and manage the activities of the Fleet Services Division within the General Services Department; to establish and implement Fleet Services objectives and performance standards; to direct, manage, and supervise the work of assigned staff; and to provide highly complex assistance to the Director of General Services or designee.

The Superintendent level recognizes positions that provide full line and functional management responsibility for a division or program area within a department.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from assigned management staff. 

Exercises direct supervision over supervisory, professional, technical, and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

 Duties may include, but are not limited to, the following: 

  • Develop and implement division goals, objectives, policies and procedures; review and approve policies and procedures of individual work sections. 
  • Serve as a member of the management team participating in the development and implementation of departmental policies, procedures, and programs.  
  • Direct, oversee, and participate in the development of the Fleet Services work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures; ensure work plans comply with local, State, and Federal rules, regulations, and laws. 
  • Plan, organize, and direct Fleet Services Division activities, including the maintenance, repair, and cleaning of County vehicles. 
  • Direct, supervise, and participate in the development and administration of the Fleet Services budget; direct the division’s fixed asset purchases; coordinate and direct the forecasting of funds needed; research and analyze funding resources and availability. 
  • Recommend the appointment of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for efficient and professional operations. 
  • Oversee the management of the most complex projects; ensure that all projects are properly and effectively managed and executed; research and resolve the more difficult and sensitive issues with internal and external customers and outside contractors. 
  • Direct and manage the County fuel card program. 
  • Investigate complaints and recommend corrective action as necessary to resolve complaints. 
  • Direct the use of Fleet Services software. 
  • Build and maintain positive working relationships with coworkers, other County employees, outside agencies, and the public, utilizing accepted principles of effective customer service. 
  • Establish and maintain open communications with other County Departments, multi-disciplinary teams, and other governmental organizations; coordinate data, resources, and work products in support of a productive and positive working relationship. 
  • Represent the division to outside agencies, organizations, and vendors; participate in outside community and professional groups and committees; provide technical assistance as necessary. 
  • Prepare various reports on operations and activities; research, prepare, and present technical and administrative reports; prepare written correspondence. 
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is performed in an indoor office environment, and a shop with varying temperature conditions and associated noises and odors, as well as in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training:
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:
Five (5) years of increasingly responsible experience in the maintenance and repair of automotive or heavy equipment, or fleet management, including three (3) years of relevant supervisory/management responsibility.

Training: 
Equivalent to a bachelor’s degree from an accredited college or university with major course work in business or public administration, organizational management, automotive services, or a related field. Additional technical certifications in automotive technology or other relevant fields may substitute for the required education on a year for year basis.

Required License or Certificate:

  • May need to possess a valid driver’s license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

  • Organize and direct Fleet Services operations/activities.

MISCELLANEOUS INFORMATION

Length of Probation: 

All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
