To plan, organize, direct, and manage the activities of a division within the Auditor-Controller's Office; to coordinate division activities with other divisions and departments; and to provide highly complex staff assistance to the Auditor-Controller.

DISTINGUISHING CHARACTERISTICS

The Manager level recognizes positions that provide full line and functional management responsibility for a division or program area within a department. This classification is distinguished from the Supervising Accountant Auditor in that the latter provides full second-line supervision to employees within a work section and assumes substantive and significant programmatic responsibility in a defined area or specialty.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Auditor-Controller and/or Assistant Auditor-Controller.

Exercises direct supervision over supervisory staff and/or exercises general direction over professional, technical, and clerical staff through subordinate supervisors.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Develop and implement division goals, objectives, policies, and procedures.
  • Plan, organize, and direct Countywide governmental accounting, reporting, and/or auditing activities of a division, which may include tax accounting, bond accounting, cost accounting, accounts payable, or general accounting; utilize in-depth knowledge of governmental accounting, generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) statements, etc.
  • Direct, oversee, and participate in the development of a division's work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
  • Assist in the preparation and implementation of the department budget; participate in the forecast of revenues and funds needed for staffing, equipment, materials, and supplies.
  • Prepare a variety of complex financial reports; analyze financial information; update and maintain tax and financial records.
  • Control and review journal entries and reconciliations for accounts receivable, payable, trusts and collection, or apportionment systems.
  • Participate in the selection of staff; schedule, train, monitor, motivate, and supervise assigned staff; provide proactive and informational performance feedback to employees on an ongoing basis; provide or coordinate staff training; conduct performance evaluations in a timely and effective manner; recommend discipline; implement discipline procedures as directed.
  • Build and maintain positive working relationships with coworkers, other County employees, special districts, and the public using principles of effective customer service.
  • Represent the division to other divisions within the Office, as well as other County departments, special districts, and other public and/or private organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports; prepare written correspondence.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible professional accounting experience, including two (2) years of supervisory responsibility.

Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, public administration, or a related field.

Required License or Certificate:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

Knowledge of:

  • Governmental accounting and budgeting, governmental accounting and auditing standards, and generally accepted accounting principles.
  • Fund accounting, cost accounting, budgetary accounting, and financial reporting methods and procedures.
  • Principles and practices of financial reporting preparation. 
  • Application and operation of computerized accounting systems and software.
  • Principles and practices of leadership, motivation, team building, and conflict resolution.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent local, state, and federal rules, regulations, laws, and ordinances.
  • Office procedures, methods, computer equipment, and relevant software.
  • Principles and practices of policy development and implementation.
  • Principles and practices of organizational analysis and management.
  • Budget preparation, administration, and control procedures.
  • Auditing principles and techniques.

Ability to:

  • Organize and direct governmental accounting and reporting operations of a division.
  • Perform the most complex accounting work of the department.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Gain cooperation through discussion and persuasion.
  • Prepare and administer a budget.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Supervise, train, and evaluate assigned staff.
  • Use a computer, calculator, and other relevant computer programs and office equipment.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both verbally and in writing.

Length of Probation:
This classification serves at the pleasure of the Appointing Authority and has no specific term and no right to continuous employment.
