To plan, organize, direct, and manage the activities of a division within the Auditor-Controller's Office; to coordinate division activities with other divisions and departments; and to provide highly complex staff assistance to the Auditor-Controller.
The Manager level recognizes positions that provide full line and functional management responsibility for a division or program area within a department. This classification is distinguished from the Supervising Accountant Auditor in that the latter provides full second-line supervision to employees within a work section and assumes substantive and significant programmatic responsibility in a defined area or specialty.
Receives administrative direction from the Auditor-Controller and/or Assistant Auditor-Controller.
Exercises direct supervision over supervisory staff and/or exercises general direction over professional, technical, and clerical staff through subordinate supervisors.
Duties may include, but are not limited to, the following:

Develop and implement division goals, objectives, policies, and procedures.

Plan, organize, and direct Countywide governmental accounting, reporting, and/or auditing activities of a division, which may include tax accounting, bond accounting, cost accounting, accounts payable, or general accounting; utilize in-depth knowledge of governmental accounting, generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) statements, etc.

Direct, oversee, and participate in the development of a division's work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.

Assist in the preparation and implementation of the department budget; participate in the forecast of revenues and funds needed for staffing, equipment, materials, and supplies.

Prepare a variety of complex financial reports; analyze financial information; update and maintain tax and financial records.

Control and review journal entries and reconciliations for accounts receivable, payable, trusts and collection, or apportionment systems.

Participate in the selection of staff; schedule, train, monitor, motivate, and supervise assigned staff; provide proactive and informational performance feedback to employees on an ongoing basis; provide or coordinate staff training; conduct performance evaluations in a timely and effective manner; recommend discipline; implement discipline procedures as directed.

Build and maintain positive working relationships with coworkers, other County employees, special districts, and the public using principles of effective customer service.

Represent the division to other divisions within the Office, as well as other County departments, special districts, and other public and/or private organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

Research and prepare technical and administrative reports; prepare written correspondence.

Perform related duties as assigned.
Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.
Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Five (5) years of increasingly responsible professional accounting experience, including two (2) years of supervisory responsibility.
Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, public administration, or a related field.
Required License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
Length of Probation:
This classification serves at the pleasure of the Appointing Authority and has no specific term and no right to continuous employment.
