JOB SUMMARY
Under the direction of the Executive Director of English Language Proficiency (ELP), serve as the English language proficiency assessment (ELPA) program manager, conduct trainings, and implement monitoring as it relates to English learner participation in both ACCESS and OSTP.

• Translate and/or provide quality assurance for Spanish-translated documents;
• Manage practical and technical aspects of ACCESS window, including providing updates, reminders, technical support, and test training for districts administering ACCESS;
• Create and maintain references and resources related to assessing English learners, and on other topics related to Oklahoma’s WIDA membership;
• Create and deliver professional development related to Oklahoma’s WIDA membership;
• Schedule WIDA professional learning, host live trainings with WIDA Professional Learning Specialists, and facilitate district participation in WIDA eLearning options;
• Assist in scheduling assessment collection activities; Provide training and guidance to team members in assessment methods;
• Represent Oklahoma at national events, conferences, and consortiums related to assessing English learners;
• Monitor test contractors to ensure successful delivery of the assessment program.
• Assist in directing the development and administration of English Language Proficiency assessments.
• Serve as a liaison with other departments within the agency to develop appropriate policies, tests, and accommodations for assessing English Learners.
• Strengthen procedures and training to ensure test security and standardized test administration procedures.
• Work with school districts to help determine what training, support and communication materials are needed for assessment;
• Perform all aspects of monitoring to evaluate school district implementation, including traveling to districts for monitoring or investigative purposes, and compliance with both Federal and State law and regulations related to academic assessments;
• Other duties as assigned.

TRAVEL
Less than 20% travel required.

TELEWORK
This position is eligible to telework up to two (2) day a week after supervisor approval and completion of initial training. A Telework Agreement is required upon hire.

PHYSICAL DEMANDS AND WORK ENVIRONMENT 
• Work is typically performed in a climate-controlled office setting with exposure to moderate noise. While performing the duties of the job, employee is frequently required to talk, stand, walk, and reach with hands and arms.  This position requires long periods of sitting and daily use of computer and phone. Must be able to remain in a stationary position 75% of the time.
• Frequently operates a computer and other office productivity machinery, such as a calculator, copy machine/printer, office telephone;
• Frequently ascends/descends stairs;
• Frequently communicates with others accurately and effectively;
• Frequently lift up to 25 lbs.

SPECIAL REQUIREMENTS
• Applicants must be currently authorized to work in the United States on a full-time basis;
• Successful completion of a pre-employment background check;
• Must possess a US driver’s license to perform necessary job-related travel.

MINIMUM QUALIFICATIONS

MINIMUM QUALIFICATIONS
• Bachelor’s degree [official transcript(s) required]
• Three (3) years of experience teaching English Learners at the K-12 level;
• Bilingual fluency in both Spanish and English;
• Or an equivalent combination of education and experience, substituting one year of relevant experience for each year of the required education.

PREFERRED QUALIFICATIONS
• Master’s degree [official transcripts required]
