Under minimal supervision, assists in analyzing Medicaid Management Information System Enterprise software, prepares system tests for review and develops appropriate documentation. Monitors ongoing maintenance of the MMIS Enterprise and assists in the system development of new Health Care technologies, making recommendations to management as necessary. Responsible for conferring with the Medicaid Fiscal Agent, other state health agencies, federal partners and other stakeholders, analyzing system performance and developing efficient, effective system solutions. Design implementation plans to meet the needs of the Medicaid Enterprise.

- Analyzes and defines program logic, screen layouts, reports and testing criteria to support
existing and/or development of new and enhanced Medicaid or Health Care-related system
- Engages system users to develop detailed logical flowcharts and analyzes workflow charts or diagrams representing Medicaid business processes
- Prepares test data and procedures to test system solutions and determine if they meet Medicaid program and user specifications, evaluates system solution accuracy and validity.
- Confers with direct system users and other stakeholders to identify system user requirements, identify solutions, determine and select technology applications, evaluate existing Medicaid applications and identifies potential changes to the MMIS system
- Serve as backup team lead for manager, communicating any system issues for prompt resolution and/or making presentations as designated by manager.
- Assists in analyzing agency policy for application systems, operating systems, and data processing personnel using Medicaid Information Technology Architecture (MITA) processes and CMS seven standards and conditions.
- Identifies and defines deviations from policy and plan requirements and consults with Medicaid Enterprise agencies to obtain necessary modifications for compliance with such requirements.
- Assist in analyzing agency plans for conformity with minimum mandatory standards; assists in assimilating agency plans into state-wide plan; evaluates actual results for comparison with budgeted objectives.
- Reviews technical literature and specialized publications concerning private sector and government application systems and operating systems to maintain a high degree of familiarity with new developments and enhancements.
- Maintains high level of familiarity with current contracted fiscal agent capacities of application systems, hardware, operating systems, data processing personnel and developments in process.
- Identifies the potential for transferability of applications systems, hardware, and/or operating systems; and utilization of excess capacity, and the potential for joint development efforts among various agencies throughout the Medicaid enterprise.
- Assist in preparing cost/benefit analyses.
- Develops a plan of approach and preparing standard methodologies for all phases of data processing development and life cycle management.
- Assist in developing and analyzing data processing plans for state agencies not having the capacity to do so.
- Provide oversight and mentor contracted business analysts and entry level Systems Analysts. As assigned, provides initial training for new systems Analysts, and other personnel.
- Detects and identifies deviation from expected program results; diagnoses symptoms to isolate the failing component.
- Conducts and/or participates in structured system walk-throughs.
- Confers with users to identify needs and/or discuss solutions; evaluates existing systems and recommends necessary changes to enhance the system.
- Communicates agency problems to supervisor in order to facilitate problem resolution.
- Assist in developing and analyzing data processing plans for state agencies not having the capacity to do so.
- As assigned, provides initial training for new data processing analyst specialists, and other personnel.
- Support Medicaid operational staff.
- Performs related work as required and assigned.

Skill in gathering, organizing and presenting data to personnel with technical and non-technical backgrounds; in oral and written communication; in establishing professional working relationships; in planning for hardware installation; in evaluating benefits against costs; and in translating user terminology to and from data processing terminology.

- Bachelor's degree in Information Technology, Computer Science or a closely related field with 24 hours in Information Technology AND
- 2 years related experience in computer programming, systems analysis, or defining technical specifications for a large health care related system OR
- Completion of two years of acceptable performance in the position of Systems Analyst II OR
- An equivalent combination of education and experience totaling 6 years.

- Experience in analysis and/or design of a managed health care or health care related system
- Analysis and implementation of a major system modification
- Experience in analysis, programming, or implementation of Medicaid enrollment applications
