State Coordinator for Health Information Exchange

POSITION PURPOSE
Under the direct supervision of the Oklahoma Health Care Authority leadership, the State Coordinator of Health Information Exchange (HIE) will lead and direct the implementation, enhancement, and operations of the State HIE. The State Coordinator for HIE directs staff to develop and maintain state government oversight of the State’s HIE. This position ensures the planning, implementation, and operations of the State HIE meets or exceed operational goals and objectives.

PRINCIPLE ACTIVITIES: 
 Responsible for the implementation and oversight of the Oklahoma Health Transparency Initiative Act.
 Provides subject matter expertise to stakeholders and ensure state HIE business program requirements are in alignment with the State HIE strategic vision, mission, goals and objectives.
 Collaborate with OHCA Leadership, the Centers for Medicare and Medicaid Services and other federal entities to identify and maximize federal funding opportunities to support system implementation, operational and maintenance efforts.
 In coordination with stakeholders, manages the implementation of HIE to support all HIE health efforts in the state and works with the State-designated HIE to pursue advances in HIE effectiveness and efficiency.
 Responsible for and directs staff and vendor compliance efforts to ensure enterprise-wide data integrity, privacy, and security, and ensure compliance with state and federal laws and standards related to privacy and security.
 Develop processes and procedures to provide accurate State oversight of HIE operations and reporting.
 Assist with development of strategic and operational plans in collaboration with HIE stakeholders.
 Lead and direct the OHCA HIE personnel, and coordinate the day-to-day HIE operations, including ensuring knowledge of HIE best practices.
 Collaborate with federal and state key stakeholders to ensure all established objectives are met.
 Direct the planning, implementation, coordination, and execution of HIE policy and procedures, HIE marketing efforts, contracts, agreements, and resource efforts for day-to-day operation of the State HIE projects and programs.
 Provide oversight and ensure compliance with 45 CFR 95.626 – Independent Verification and Validation analysis requirements for HIE system development and operational efforts utilizing advance planning documents.
 Collaborate with internal and external stakeholders to identify issues and formulate effective resolutions to advance the goals and objectives of the HIE.

TRAVEL: Travel on an “as needed” basis.

SUPERVISORY RESPONSIBILITIES: Supervises OHCA HIE personnel.

KNOWLEDGE, SKILLS AND ABILITIES:
 Knowledge of current and emerging industry data and interoperability standards.
 Demonstrated ability to apply knowledge of federal, state and local policies and procedures.
 Possess excellent analytical, interpersonal, negotiation, and presentation skills.
 Possess excellent verbal and written communications skills.
 Ability to facilitate and lead work groups, programs, and quality improvement initiatives.
 Ability to effectively communicate with clinicians and health system leadership.

PREFERENCE MAY BE GIVEN TO CANDIDATES WITH
• Health Information Technology (HIT) and or HIE experience.
• Advanced education in Health Administration, Health Informatics, Business Administration, Information Management, or related field.
• Medicaid Experience

MINIMUM QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree in Information Technology, Business, Healthcare Administration, or a closely related field AND
Nine (9) years management experience involving interfacing with a wide variety of stakeholders working to achieve a common goal. AND
Health Care Experience
An equivalent combination of education and/or experience.
