Oklahoma Medical Marijuana Authority (OMMA) is a fast-paced, rapidly growing agency that is charged with regulating and licensing the medical marijuana industry in Oklahoma. OMMA will become a standalone state agency, separating from the Oklahoma State Health Department (OSDH) as of November 1, 2022. This change is per SB1543, which was signed by Governor Kevin Stitt on May 11, 2022.

OMMA is seeking a full time Legal Assistant. This is a state employee governed by the Civil Service Rules, in state government located in Oklahoma City, OK.  OSDH offers a comprehensive Benefits Package, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents.  For more information about the benefit allowance, follow this link  Plan Year 2022. The annual salary for this position is $38,000-$45,000, based on education and experience.

Position Summary
The Legal Assistant will be dedicated to the Oklahoma Medical Marijuana Authority (OMMA) to provide support in a variety of administrative matters, as well as preparation for hearings in administrative, State, Federal courts, and compliance with the Oklahoma Open Records Act. The Legal Assistant will be expected to work under minimal supervision with considerable latitude for the use of initiative and independent judgment in the provision of support services.

Position Responsibilities /Essential Functions
The specific functions of this position vary, but may include the following:
• Provides secretarial and administrative support for attorneys; composes and prepares various legal documents and forms; takes and transcribes dictation of confidential, technical, or legal material requiring high degree of accuracy; records and transcribes proceedings of meetings and conferences.
• Prepares affidavits or other documents, such as legal correspondence, and organize and maintain documents in paper or electronic filing system.
• Provides and/or relays information to supervisors, co-workers, and subordinates via telephone, in written form, e-mail, or in person.
• Communicating with people outside of OMMA, representing OMMA to customers, the public, government, and other external sources.
• Develops and organizes reports and other documents for completeness, appropriateness, adequacy, and conformity to established requirements, and follows up on discrepancies.
• Research relevant legal materials to aid decision making.
• Assesses routine petitions pertaining to administrative appeals and prepares draft pleadings.
• Administrative support for OMMA legal, including organizing case files, filing various court documents, and intaking/sending of legal mail.
• Works in a high-performance environment, presented with multiple tasks and competing timeframes to produce results under relatively, high-pressure and high-sensitivity situations.
• Performs related work as assigned

Other Duties
• Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.
• Works effectively in team environment, participating and assisting their peers.

Valued Knowledge, Skills and Abilities
Knowledge of the administrative functions of a legal environment;
Ability to communicate effectively in writing as appropriate for the needs of the audience.
Skill in seeking out, organizing, compiling, preparing affidavits or other documents, such as legal correspondence, and organize and maintain documents in paper or electronic filing system. Prepare legal documents, including briefs, pleadings, appeals, and contracts.
Perform legal research; communicating effectively both orally and in writing and in juggling multiple high priority deadlines simultaneously and assisting OMMA attorneys in doing the same.
Ability to communicate information and ideas concisely so that others will understand.

Physical Demands and Work Environment 
Work is typically performed in an office setting with a climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms.  This position requires long period of sitting and daily use of computer and phone.


Education and Experience requirements at this level consist of two years of experience performing various complex administrative duties and two years of experience as a legal secretary; or an equivalent combination of education and experience.
