Procurement & Finance Specialist

BASIC PURPOSE:
The mission of the Oklahoma Aeronautics Commission is to encourage, foster, and assist in the development of aeronautics, which includes fostering the growth and safety of the State's public airport system and ensuring a viable aerospace industry. This position will report to and assist the Chief Financial Officer in performing detailed financial and operations functions for the agency.

TYPICAL FUNCTIONS:
• Process all agency purchase order requests, change orders and vendor payments in PeopleSoft
• Serve as the primary P/Card holder; make purchases for the agency; perform edits and reconcile with monthly bank statement
• Prepare requests for proposals or qualifications for obtaining price quotes or qualified consultants; obtain bids and solicitations for goods and services that must be bid for procurement
• Update agency spreadsheets and databases for all agency purchases, purchase orders, vendor payments and deposits
• Enter deposits into PeopleSoft
• Serve as Travel coordinator for the agency
• Serve as Fleet coordinator for the agency
• Maintain and order agency supplies and materials
• Maintain physical inventory of fixed assets, tagging new equipment; performing yearly audits of equipment and preparation of yearly reports to OMES; surplus old supplies and equipment as needed
• Assist CFO in preparation and entry of agency's Budget Work Program, Budget Request, GAAP reports and serve as backup P/Card administrator
• Provide financial reporting support to the CFO on a daily, monthly, quarterly, and annual basis
• Assist with agency grant responsibilities to support the grants administrator
• Serve as a backup for answering the agency’s phone, receiving mail and other administrative duties
• Serve as one of the agency’s representatives to the transportation cabinet’s modernization efforts for the finance, procurement, and general operations functions
• Any other duties as assigned by the Director or Chief Financial Officer

KNOWLEDGE, SKILLS AND ABILITIES:
• Experience working with the State of Oklahoma in procurement and accounts payable
• Knowledge of state and federal purchasing and finance laws
• Proficient computer skills with Microsoft Office Suite and PeopleSoft
• Ability to work on multiple projects with minimal supervision
• Excellent written and verbal communication skills

EDUCATION AND EXPERIENCE REQUIREMENTS:
• Have a Bachelor's degree in finance, accounting or equivalent field, or 3 years of experience in purchasing, finance, budgeting, or administrative operations with the State of Oklahoma
• Experience working in PeopleSoft applications
• Current State of Oklahoma Certified Procurement Officer (CPO) certification

SALARY ($55,000-$65,000)
The starting salary will be commensurate with the level of education and work experience.
