Location: Statewide
Typical Functions:
*Schedules and completes annual, special and construction inspections concerning the operation of natural gas and hazardous liquid pipelines in an assigned area of responsibility; reviews operator records and reports; confers with operators concerning requirements to improve or repair systems or comply with existing rules and regulations.
*Conducts on-site field inspections of pipeline facilities and construction sites to evaluate safety and performance; prepares reports of violations, deficiencies and recommendations concerning legal actions; provides assistance and training to operators as needed; performs follow-up inspections and takes further actions as required.
*Performs investigations related to the accidental or unintended release of natural gas or hazardous liquids from pipeline facilities resulting in property damage of less than $50,000; determines causes and recommends appropriate steps and procedures to lessen continued threats to public safety; determines if operator actions caused or contributed to release or resulted in violations of state or federal laws.
*Interprets state and federal laws and commission rules and regulations for agency staff, industry personnel and the general public; responds to complaints concerning pipeline operations and enforces existing rules and regulations; makes recommendation concerning modifying rules and policies to reflect changes in industry technology.
*Reviews operational reports, test results, construction reports, operations manuals and procedures and engineering reports and data; assists in preparing exhibits and testimony for Commission hearings; provides testimony at hearings as required.
*Performs related work as required and assigned.
A bachelor's degree in petroleum or mechanical engineering or a closely related field and one (1) year of experience in the regulation, operation and/or maintenance of natural gas and/or hazardous liquid pipeline systems; or three (3) years of experience in a regulatory/regulated environment dealing with natural gas and/or hazardous liquid pipeline companies or systems and two (2) years of experience in the regulation, operation and/or maintenance of natural gas and/or hazardous liquid pipeline systems; or five (5) years of experience in the regulation, operation and/or maintenance of natural gas and/or hazardous liquid pipeline systems.
