Job Details
• Full-time 40-hour work weeks.
• This position is assigned responsibilities in leading and growing the IT capabilities and utilization of the State Department of Education (SDE).
• Salary up to: $125,000.00 based on education and experience.

Responsibilities
• In partnership with SDE’s leadership, set the technical vision and roadmap for the assigned agency to support desired initiatives. This includes maintaining knowledge of the system infrastructure, application portfolio, IT budget, security and privacy standards, regulatory requirements, operational procedures, etc.
• Act as single point of escalation for all IT related items at SDE including IT strategy, budget, resources, and issue resolution.
• Keep up to date on current OMES offerings to connect agency with viable IT solutions.
• Create and maintain timelines for development and deployment of technology services ensuring that agency’s needs are met.
• Ensure continuous improvement of the agency and help determine and monitor Key Performance Indicators and metrics affecting agency; engage technical team as needed to meet goals or address issues.  
• Manage IT budget in conjunction with SDE and OMES leadership. 
• Work with OMES security and privacy to reduce risk of breach and protect sensitive digital information and ensure that technology solutions comply with appropriate laws and regulations (e.g., FERPA).
• Respond to feedback from stakeholders and use it to make improvements or adjustments to technology.
• Direct the development and maintenance of all data systems, including overall master data management, implementation plan, road map, system analysis and design, data collection, data quality, privacy and security, and future desired needs.
• Deploy and implement a business continuity and disaster recovery plan.
• Provide supervision, coaching, and mentoring to team members and other individuals within the agency to enhance their ability to perform their job duties and facilitate their professional development.
• Follow trends, research new technologies, and implement best practices that may potentially increase organization’s ability to effectively serve customers and create sound systems.
• Assist in procurement, ensuring policies and technology standards are implemented.
• In partnership with OMES and SDE, develop, implement, redesign, and document IT and business process.
• Develop collaborative relationships with SDE leadership and staff and OMES.
• Support districts and other SDE stakeholders with challenges that arise in working with SDE systems and applications.
• Performs all other duties as assigned.

Physical Demands and Work Environment
This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild.  Occasional travel may be required.

MINIMUM QUALIFICATIONS

Requirements include seven years of experience in information technology, five years of which must be in a supervisory, team lead, or project manager capacity, or an equivalent combination of education and experience, substituting 12 semester hours in computer science or management information systems course work for each year of the required experience excluding the required supervisory, lead, and/or project management experience.

Preference will be given to candidates who possess
• Previous work experience as a Chief Technology Officer or another similar leadership role.
• Project management experience preferred.
• Knowledge of information security preferred.
• Degree in MIS, computer science or something comparable.
