POSITION SUMMARY  
The Oklahoma Arts Council seeks an experienced Community Arts Director to administer the Council’s Community Arts grant program which is designed to enhance Oklahoma’s audience-based programs, such as festivals, exhibitions, and performances. This position also manages the Cultural District Initiative, Performing Artist Roster, and Oklahoma’s New and Emerging Arts Leaders (ONEAL) program. This is a full-time, exempt, unclassified position with state retirement and insurance benefits, including health, dental, life and disability insurance. Salary is commensurate with experience with a cap of $58,047.

ESSENTIAL FUNCTIONS
• Oversee the Community Arts (CAP) grant program
• Review and score all grant applications as assigned, providing constructive feedback for applicants and making appropriate recommendations for funding 
• Review final reports and make recommendations for payment
• Provide technical assistance to grant applicants and review draft applications
• Conduct regular site visits to assess the artistic quality of agency-supported arts programs and/or organizational capacity
• Identify eligible grant applicants and promote grant opportunities, particularly to rural and underserved communities
• Work directly with grants office and program staff to ensure consistency in program delivery and technical assistance to guarantee professionalism with our constituents
• Advise on quality program design and development and provide program assistance to constituents
• Manage the Performing Artist Roster and related programming
• Provide support as needed for Cultural Development team and programs, including Leadership Arts, Oklahoma Arts Conference, Folk and Traditional Arts, and Rural Outreach
• Develop and maintain a network of professionals and organizations in community development and the arts
• Manage Cultural District Development (CDD) program by processing grant applications, staffing panels, processing final reports, and providing technical assistance to integrate and promote cultural tourism
• Assess the impact of CDD program in order to make improvements and changes, as appropriate
• Manage Cultural District Certification (CDC) program by facilitating designation application process
• Develop CDC recognition program, with support from Director of Marketing and Communications and Deputy Director
• Plan and facilitate convenings for participating CDD and CDC communities
• Visit communities around the state to determine potential applicants for CDD and CDC and provide consultation, as appropriate
• Remain knowledgeable of current trends, best practices, and research in arts-based community development, sharing resources as appropriate
• Respond to general inquiries about arts-based community development
• Work closely with the Executive Director and other staff to develop an overall action plan and form relationships and partnerships to advance this area, ensuring that proposed initiatives meet agency ends and strategic plan goals and objectives
• Travel to occasional meetings or events required
• Attendance may be required at occasional evening or weekend meetings or events
Successful candidates will:
• Have knowledge of arts and arts programming as well as current trends and best practices in community development and/or city planning
• Possess experience with budget development
• Demonstrate proven organizational and administrative skills and an ability to plan, set goals, and achieve objectives
• Display effective oral and written communication skills including public speaking
• Exhibit effective and strong organizational and administrative skills including flexibility, good listening skills, creative thinking, project oversight, ability to plan, set goals and objectives, and adherence to timelines
• Be able to handle unforeseen events quickly, calmly, and in a professional manner
• Promote and encourage a team-based approach to problem solving
• Establish and maintain positive professional working relationships within and outside the agency
• Understanding of the benefit of the arts to rural and underserved communities
• Experience working in a team environment, to include providing professional support to colleagues
• Ability to work with both the highly structured environment of state government and the highly flexible and changing environment of arts organizations and artists
• Be attentive to detail and committed to excellence in all aspects of work

MINIMUM QUALIFICATIONS

Qualifications:
• Graduation from an accredited four-year college or university with a degree in art, arts administration or public administration, nonprofit management, or a related field; Master’s degree preferred
• Minimum of three (3) years of experience in the arts and cultural, nonprofit, community development, or creative sector, or an equivalent combination of education and/or experience
• Work with rural populations and/or culturally diverse populations a plus
• Proficient Microsoft Office skills required
• FileMaker Pro or equivalent knowledge preferred
• Excellent organizational skills
• Knowledge of budgeting

Key Requirements/Physical Demands:
• Pre-employment OSBI background check must be successfully completed
• Must hold driver's license and be able to drive a vehicle to various locations across the state if necessary
• Must be able to lift and carry up to 30 pounds.
