OMES is seeking a full-time Application Services Manager for the Information Services Division. This is an unclassified position in state government, located in Oklahoma City. This position manages a team of developers, programming activities, feasibility studies, time and cost estimates, and establishes and implements new or revised application systems for the Agency. The Manager of Application Services Development also assigns staff to various projects and directs their activities, reviews and evaluates their work, prepares performance reports and evaluations, confers with and advises direct reports on administrative policies and procedures, technical issues, priorities and development standards. The manager reports to the Director of Modernization and this position will play a pivotal role in selecting, setting, and implementing development platforms, development standards, agile methodologies, and the software development life cycle. This position will also assist in producing accurate forecasts for labor, software, and hardware needs based on established agency priorities. This position may design, code, test, and implement applications and services; this includes consulting with staff in the other Information Technology areas in order to coordinate activities and prepares activity and progress reports regarding the activities of the Application Services staff. The manager will work primarily on projects related to the State Department of Education.

Position Responsibilities
• Directs the activities of Application Development staff in the establishment and implementation of new or revised software applications. Has responsibility for all programming activities for the group.
• Evaluates existing systems and determine technical changes necessary to maintain operation through new technology and software.
• Participates in evaluation, selection, review, and implementation of development platforms, methodologies, standards, and the software development life cycle, and ensures adherence to the same.
• Assigns staff to the various projects and directs their activities.
• Reviews and evaluates the work of own staff and prepares periodic performance evaluations and goals for the members of his/her staff.
• Prepares activity and progress reports regarding the activities of the Application Services staff.
• Establishes and deliver a training plan for staff that aligns with future and current project needs.
• Assumes responsibility and accountability to the project management office for estimating task times.
• Works with the PMO to establish, maintain and modify completion dates based on backlog, maintenance and staff leave.
• Assumes responsibility for monitoring actual time spent on backlog and maintenance tasks as compared to initial estimates, insuring project completion dates are met.
• Ensures adherence to the project management and application development methodologies, standards and procedures.
• Sets standards and best practice guidelines for the use of various programming languages and ensures adherence to those guidelines.
• Assumes responsibility for establishing a systems assurance and review group/process to ensure quality assurance of systems.
• Contacts internal and external customers to define and solve issues presented to the team.
• Coordinates Application Services activities with the activities of other Information Technology areas and Program areas.
• Advises and consults with program areas on the progress, design and efficiency options around systems and programs implementation and development.
• Provides installation/implementation of new or revised systems and coordinates those implementations with internal/external customers.
• Develops and implements an effective training plan for staff.
• Designs, codes, tests, and implements application systems on an as-needed basis.
• Participates in the evaluation and selection of application system development tools and server platforms.
• Prepares relevant management statistics and reports on a monthly basis.

Physical Demands and Work Environment
• This position works in a comfortable office setting with a computer for a large percentage of the work day.  The noise level in the work environment is usually mild.  Occasional travel may be required.

Requirements include eight years of experience in an information technology field, including three years in a supervisory, team lead, or project manager capacity or an equivalent combination of education and experience, substituting 12 semester hours in computer science or management information systems course work for each year of the required non-supervisory, leadership or management experience with a maximum substitution of two years.

Preference will be given to candidates who possess
• Bachelor’s Degree in Computer Science, Management Information Systems, or comparable discipline
• Excellent verbal and written communication skills and the ability to interact professionally with all levels of staff.
• Strong analytical, critical thinking, problem solving, and project management skills.
• Experience and strong skills with multiple programming languages such as C#, ASP.NET, C++, Java, Python, or PHP and corresponding programming frameworks.
• Experience and strong skills with development tools and platforms, both web and mobile.
• Experience with Software Development Life Cycle and project management methodologies, Git repositories, and agile methodologies such as Scrum.
• Experience evaluating and implementing COTS, cloud, and in-house development projects.
• Multi-tasking capabilities.
• Experience in the analysis, design, coding, testing and implementation of major computer systems.
• Experience with database design and theory.
