PURPOSE:
This position supports the public information and marketing programs for the Oklahoma Department of Veterans Affairs and serves as the agency’s Public Information and Marketing Officer.

Typical Functions include but are not limited to:
• Plan, develop, organize, and implement effective and positive public information campaigns and marketing programs for the agency. Provide timely and accurate information regarding veterans programs, services, and matters of interest by direct communication, traditional, electronic, and/or social media methods (to include Facebook, LinkedIn, YouTube, Zoom, Teams. Webex, Dropbox, etc.)
• Monitor media coverage and respond to media inquiries in a timely manner. Position is responsible for fulfilling open records requests in accordance with laws, rules, and regulations.
• Develop and implement marketing plans for publication, regardless of media; develop budget for publication; evaluate sales and promotional programs.
• Serve as agency Hotline coordinator; receive issues, suggestions or complaints via web, email, or telephone and coordinates with appropriate division heads to provides outcomes, responses, or resolutions; notifies Executive Director when necessary; maintains tracking log and records.
• Promote available programs and services to veterans and their dependents using a variety of media methods.
• Keep the general public informed of changes or additions to veterans programs as well as all Veterans Centers and Claims and Benefits. Ensure the agency web site and publications provide up to date information, forms, and contacts. Respond to phone calls and emails from citizens in a courteous, timely, and effective manner.
• Research, write, and edit and publish internal and external communications which may include newsletters, brochures and posters, newspaper, radio or television ads or announcements, news releases, and other requirements for the agency as needed. Develop and prepare budget for Public Information Department as requested.
• Consult with department officials in responding to media inquiries and promoting agency programs and services, and with legal counsel as necessary.
• Establish develop, and maintain a cooperative relationship with representatives of the community, public officials, agencies and the media.

Knowledge, Skills and Abilities Required:
Advanced knowledge of English language usage, including grammar and composition; of all aspects of public information, public relations, and advertising and marketing principles and techniques; of accepted styles for materials released to various media; of media sources and their capabilities; of visual graphics and video techniques; and of agency's goals and objectives. Ability is required to write and edit; to gather and organize pertinent data; to uphold and practice public relations principles and codes of ethics; to deliver informational presentations; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.

Minimum Qualifications/Education and Experience:
A bachelor's degree in journalism, communication. marketing, public relations or closely related field, professional-level experience in writing, editing, radio and/or television, public relations or serving as a public information officer; OR an equivalent combination of education and experience.

Applicants should be outgoing, detail-oriented, possess strong grammar, writing, and communication skills, proficient in Microsoft Office Products and knowledgeable of current web-based and other media methods and techniques. Must be willing and able to fulfill job-related travel normally associated with this position.
