Tax Policy Analyst IV
Salary
: $60,000 - $70,000 (Salary commensurate with education and experience.)

GENERAL FUNCTION
The Tax Policy Analyst covers the duties of multiple complex tax type analysis.  This position will prepare revenue analysis of proposed tax legislation and perform other job duties related to tax policy and legislation.

TYPICAL FUNCTIONS
The functions performed by employees in this job family will vary, but may include the following
:
• Reviews proposed legislation relating to taxes, fees, and apportionment of revenues administered by the Tax Commission in addition to administrative or other measures which might affect the Agency. 
o Tracks the measures as they progress through the legislative process and compiles and analyzes pertinent information regarding each bill and drafts a report for each version thereof determining the revenue and administrative impact to the State.
• Assists with the preparation, compilation and review of annual apportionment reports, legislative summaries, expenditure reports and other special projects.
o Prepares and conducts power points presentations for interim studies called by members of the state legislature.
• Reviews existing or proposed administrative rules/policy.  Confers with personnel from other divisions or agencies to determine the need for new or changes to existing rules/policy.   
• Responds to requests from divisions within OTC, other State agencies, or taxpayers that are requesting specific information regarding application and/or interpretation of statutory and administrative rule provisions.
• Reviews Oklahoma Statutes, Oklahoma Tax Commission Rules, Policies and Procedures and prepares responses to letter ruling requests or other inquiries.

MINIMUM QUALIFICATIONS
Education and Experience requirements at this level consist of:
• A bachelor’s degree in law, accounting, finance, business or public administration, or related field;
• PLUS three (3) years of legal or auditing work experience
• OR an equivalent combination of education and/or experience.

PREFERENCE STATEMENT
Preference may be provided to those with legal or auditing experience, with an emphasis in tax. 

SPECIAL REQUIREMENTS
This position may require working evenings and/or weekends during peak season.  Comp time or overtime may be approved. 

Telework may be required based on the needs of the agency, division, and section.  If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home.  Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
