The Oklahoma Department of Libraries (ODL) is now accepting applications for the position of Director of Library Development (Administrative Librarian I, OMES Classified Job Description E22A) in the Office of Library Development. Salary starts at $56,614. A full suite of benefits is provided including health, dental, life and disability insurance; 15 days of annual leave per year, increasing after five, ten and twenty years of employment; 15 sick leave days per year; 11 observed holidays; and a lump sum longevity payment after 2 years of service that increases every two years.

Job Summary:
The Director of Library Development is responsible for ensuring quality library services in public libraries statewide by providing overall leadership and direction for the Office of Library Development. The successful incumbent will accomplish this goal by using their in-depth knowledge of the latest library and information services, Oklahoma community needs, data-based decision making, and team management principles. The Director also provides overall leadership and direction in needs assessment, planning, implementing, managing, and reporting on agency grant projects funded by the Library Service and Technology Act (LSTA) administered by the Institute of Museum and Library Services (IMLS).

Job Duties:
• Develops and implements policies, rules, and regulations; recommends and implements procedural changes to improve the quality of services
• Plans, organizes, and directs library programs and services
• Plans, supervises, and coordinates staff activities, including assessment of staff needs and assignment of work
• Provides in-service training to staff in technical and specialized library functions
• Participates in the preparation of the budget, automation needs, and other administrative functions and reports
• Serves as a consultant to libraries statewide or to state agencies
• Manages all aspects of grant management
• Represents the agency at public programs, on official business and at professional conferences and seminars

Preferred Qualifications:
• Demonstrated experience in successfully using data to make decisions in a library setting
• Demonstrated experience in successfully leading teams in times of change
• Demonstrated experience in successfully building relationships with and between key stakeholders, including boards, direct reports, program partners, and administration

Knowledge and Skills:
• Knowledge of federal and state laws and regulations governing the administration of libraries
• Principles, procedures and technologies of information science and library administration
• Sources and methods used in information retrieval and bibliographic research, including electronic resources
• Library automation and technology trends
• Library purposes, development, and organization
• Personnel management principles and practices
• Ability to plan, direct and evaluate unit activities engaged in a broad range of functions
• Identify organizational problems and develop effective solutions
• Establish and maintain effective working relationships with others
• Interpret, analyze and resolve highly complex problems
• Communicate effectively, both orally and in writing


Positions in this job family are responsible for managing a major multi-functional program or unit at the Oklahoma Department of Libraries or the entire library services of a state agency.


The Administrative Librarian job family consists of two levels of work which are distinguished by the number of units or programs supervised and the level of technological responsibilities.

Level I:   
At this level incumbents are responsible for a single multi-functional program or unit.


Level I:    
Education and Experience requirements at this level consist of a master's degree in Library and Information Science from an ALA accredited school and seven years of experience as a professional librarian, including two years in a supervisory capacity.
