The Central Purchasing department of OMES is currently seeking a full time Procurement Analyst. This is an unclassified position in state government, located in Oklahoma City. This position is a data analytics position responsible for identifying and quantifying procurement opportunities using data driven analysis, while focusing on financial reporting on procurement contracts. The Procurement Analyst collects, evaluates, and analyzes sourcing information and spend data to provide direction and recommendations to the Procurement Specialists and Central Purchasing management. The position will provide operational support by receiving and managing the supplier quarterly reports, reconciling administration fees received, assist with project management, providing data for open records and ad-hoc requests, and solicitation tracking. The Procurement Analyst has direct daily communication with state suppliers and state agencies related to procurement contracts.
Position Responsibilities (essential function)
•Collect, analyze and manage data, distill meaning from the data, effectively communicate findings and make informed recommendations for business decisions.
•Develop metrics, benchmarks and tools to calculate, forecast, and report annual and quarterly spend and savings.
•Serves as a subject matter expert on procurement data for state agencies and vendors regarding statewide contracts.
•Capture, track, and report annual cost savings and spend data for acquisitions as required by statute.
•Compile financial data and information for the annual OMES Cost Savings Report. Present Cost Savings Report to OMES Management and government leadership per statue.
•Work with the Statewide Initiatives team to identify new opportunities for statewide contracts. Assists with the statutory responsibility to identify purchase opportunities for statewide commodity categories in excess of $5 million on an annual basis.
•Responds to legislative and public requests for procurement data.
•Ability to manage, track and report on numerous complex tasks at the same time.
Physical Demands and Work Environment
This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. This position may be eligible for telework. Occasional travel may be required.

•Bachelor’s degree in business, accounting, statistics or a related discipline from an accredited college or university and 3 years of related work experience in data analysis and/or financial reporting; OR an equivalent combination of education and experience substituting additional qualifying experience for each year of the required bachelor’s degree.
Preference may be given to candidates who possess
•Current or prior experience in data analytics responsibilities
•Excellent working knowledge in advanced Microsoft Excel functionality
•Proficiency in electronic procurement and analytical software and systems including Power BI and PeopleSoft.
