This position is located at Griffin Memorial Hospital in Norman, Oklahoma.
The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) is responsible for providing services to Oklahomans who are affected by mental illness and substance abuse. ODMHSAS strives to provide persistent, incremental improvements in the quality and effectiveness of treatment which results in better recovery for more Oklahomans. Our state-operated facilities are commissioned to provide services that promote consumer empowerment, wellness, recovery, and integration in the community.
Griffin Memorial Hospital (GMH) is located in Norman, Oklahoma, and serves all 77 counties in Oklahoma as the Department of Mental Health and Substance Abuse Services (ODMHSAS) treatment center for adults. GMH provides community crisis stabilization and residential treatment for substance abuse and co-occurring mental health and trauma related conditions.

Job Type/Salary: Full-time, Monday - Friday, 8AM-5PM / Pay Band K, $44,940.23 - $61,307.00
The incumbent will administer the warehouse, including staff members, inventory, etc. and, oversee the purchasing department to ensure that all State and Agency purchasing rules and procedures are followed. Duties may include competitive bidding or negotiation; evaluation of proposals; analyses of products; disapproval or termination of contracts; and ensuring compliance with all legal and regulatory requirements concerning contracting and purchasing. If selected for Level IV, incumbent will perform in a leadership capacity.
Applicants must be willing and able to fulfill any job related travel normally associated with this position and as such have a valid driver’s license.
Preference may be given to applicants, who have a CPO (Certified Procurement Officer) Certification and PeopleSoft experience, including creating requisitions and purchase order.***

The Contracting and Acquisitions Agent job family consists of four levels which are distinguished by the level of complexity of specific job assignments, the extent of responsibility assigned for a specific task, the level of expertise required for the completion of assigned tasks, and the responsibility assigned for the supervision of others.
This is the leadership level where employees perform highly responsible work involving the acquisition of goods and services for an institution or agency under the Central Purchasing Act. They will direct and supervise the work of assigned staff in activities related to the acquisition of goods and services, such as reviewing requisitions, soliciting bids, evaluating proposals, developing specifications, and approving contracts.
Education and Experience requirements at this level consist of three years technical clerical work or an equivalent combination of education and experience PLUS three years of experience involving contracting and purchasing.
NOTE: Experience should include the following procedures: sending out invitations to bid and making telephone bids, evaluating bids or telephone price quotes, awarding contracts and/or issuing purchase orders, working with users and understanding their needs and requirements and assuming the responsibility for the correct evaluation and determination of bids and proposals.
