The Oklahoma Department of Emergency Management and Homeland Security (ODEMHS) prepares for, responds to, recovers from, and mitigates against disasters and emergencies.  The department maintains the State Emergency Operations Center which serves as a command center for reporting emergencies and coordinating state response activities.

ODEMHS is seeking a full time Finance Monitor providing support to the Recovery Division.  This is an unclassified grant funded position in state government located in Oklahoma City, Oklahoma. Position Description:
This position is responsible for financial accounting activities and administrative support of the Disaster Case Management Grant Program for DR 4438.

Duties include, but are not limited to:
• Monitor financial billing and reporting between the Provider agencies and ODEMHS to ensure full financial and legal compliance with grant specifications
• Attend FEMA and ODEMHS Provider agency site visits
• Submit financial reports and provide monthly progress updates to FEMA
• Identify allowable, allocable, and reasonable costs submitted by Provider agencies
• Ensure timely payments to sub-recipients
• Analyze budgets, requesting amendments as necessary
• Monitor partners for compliance with State and Federal regulations

Knowledge, Skills and Abilities:
• Proficient in Microsoft Office suite including Word and Excel
• Excellent verbal and written communication skills
• Knowledge of grants administration software
• Ability to use judgement to analyze problems and work independently with minimum supervision

Preferences:
Certified Procurement Officer or experience with grants administration, compliance, monitoring and close out and experience with state or federal procurement preferred.

Physical Demands and Work Environment:
Work is typically performed in an office setting with climate-controlled settings and exposure to mild noise level.  This position requires long periods of sitting and daily use of computer and telephone.  Must be able and willing to perform all related travel in state and out of state when necessary, which may include overnight travel.

MINIMUM QUALIFICATIONS

Education and Experience:
A Bachelor’s degree in Business, Business Administration, Public Administration, or Finance, or an equivalent combination of education and experience; substituting one year of qualifying experience for each year of required education, and one year of grants management experience.  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
