This position is responsible for the direction, coordination and management of the Communications division. This position is also responsible for the agency’s integrated internal and external communications strategy. This position advises executive leadership staff on communication related strategies and provides information related to issues affecting the Oklahoma Health Care Authority to external stakeholders.

*Plans, coordinates, and supervises the daily operation of the division through direct consultation and coordination with the communications team and executive staff.
*Coordinates and promulgates current and long range goals, objectives, budgets, plans and policies, subject to consultation and/or approval by executive staff.
*Develops performance evaluation standards to provide information to subordinate staff on work performance criteria; reviews standards as needed.
*Directly supervises the work of communications team members to ensure work standards are met.
*Directs a major comprehensive multi-functional communications program; budgets and plans for future program direction; establishes policies and standards within federal, state, and tribal regulations and guidelines.
*Works in close collaboration with the OHCA Board, stakeholders, health care professionals and OHCA staff in developing and facilitating understanding of the principles and practices underlying federally funded health care delivery systems.
*Oversees the agency’s social media strategy and implementation.
*In collaboration with agency staff and in alignment with state and agency goals, develops and implements relevant public awareness and education campaigns and serves as a media relations consultant and possible spokesperson for the agency.
*Sponsors or participate in state or community-sponsored events to inform and educate attendees about the agency’s mission and role.
*Responsible for internal and external communications.
*Other duties as assigned.

Travel on an “as needed” basis.

This position supervises other employees and directors.

Bachelor’s degree in Public Relations, Journalism, Communications, Business Administration, Political Science, or Public Administration, or a related field AND Five (5) years direct experience working in communications, public relations experience, media experience, and/or legislative affairs experience with 1 year of supervisory/management experience.

*Experience with change management and/or crisis communication experience
*Experience with strategic communications in a healthcare setting or SoonerCare/Medicaid.
*Advanced education
*Program management experience
*Related certifications
