OSDH is seeking a full time Data Management and Quality Assurance Manager (APM) providing support to the Center for Health Statistics. This is an unclassified position (PIN#34001176) in state government, located in Oklahoma City, OK.

Position Description:
Manage the Data Management and Quality Assurance Division within the Center for Health Statistics (CHS) to ensure that data are of the high quality, timely, and are made available to partners for the assessment of population health within Oklahoma and as part of national health data systems. 

Duties include, but are not limited to:
This position will manage, coach, and lead a group of professional technically skilled staff into a high functioning team. 

This position is responsible for data management and quality assurance activities for data systems collected/supported by the CHS including but not limited to: Oklahoma Hospital Discharge Data System (Inpatient, Outpatient surgery, Emergency Department, and Ambulatory Surgery Center discharges), the Oklahoma abortion data system, Oklahoma Vital Statistics data systems, Oklahoma Immunization Registry and meaningful use reporting, and Oklahoma Medical Marijuana Authority data systems.   

Other responsibilities and essential functions include but are not limited to:
-Ensure federal agreements reporting requirements are met/exceeded
-Ensure mandated reporting from data systems are met/exceeded
-Ensure continuity of operations by providing recommendation on staffing, budgeting, infrastructure/technologies, and methods to improve quality, data management, and reporting
-Ensure programmatic partners data management and quality assurance needs are met
-Manage statistical file development, and administrative reporting and data exchange with state programs and federal agencies
-Provide recommendations to update policy as appropriate
-Provide consultation on data standards, storage, and preparation
-Provide consultation on re-engineering of data systems
-Serve on various committees, councils and workgroups
-Represent the OSDH in meetings with other agencies
-Participate/Represent the OSDH on National Organizations (National Association for Public Health Statistics and Information Systems.

Education and Experience
Master’s Degree and 4 years of experience in public health (specifically: analytics (epidemiological/statistical), registry/data system management or quality assurance).

Knowledge, Skills and Abilities
Knowledge of statistical and research theory and methods; of probability and sampling; of data processing applications to data management problems; of data extraction, manipulation, transformation and standardization, of inferential statistics; of techniques of data collection; of a wide range of analytical principles and practices; of supervisory principles and practices. Ability to monitor and evaluate program performance; to plan and organize programmatic activities; to interpret and apply policy material; to analyze and interpret various health care data needs; to speak to the public; to communicate statistical results effectively, both orally and in writing; to supervise, organize, and instruct staff; to establish and maintain effective working relationship with others.

Highly proficient at coding in SAS and SQL.
