OSDH is seeking a full time Data Acquisition Manager (APM) providing support to the Center for Health Statistics. This is an unclassified position (PIN#34001868) in state government, located in Oklahoma City, OK.

Position Description:
Manage the Data Acquisition division within the Center for Health Statistics (CHS) to ensure that high quality and timely data are collected so that health care service utilization and cost, as well as the overall health status of Oklahomans can be assessed and data driven decisions can be made.

Duties include, but are not limited to:
This position will manage, coach, lead a diverse staff including program managers/supervisors into a high functioning team.  This position is responsible for data acquisition activities within the CHS including: Oklahoma Hospital Discharge Data System (Inpatient, Outpatient surgery, Emergency Department, and Ambulatory Surgery Center discharges), Oklahoma Central Cancer Registry, the CHS Calling Center (which administers health surveys such as the Behavioral Risk Factor Surveillance System) and the abortion data collection system. 

Other responsibilities and essential functions include but are not limited to:
-Ensure federal grant requirements are met/exceeded
-Ensure competitive grant applications and other grant-related items such as progress reports, work plans are prepared, completed and submitted according to federal and OSDH standards.
-Ensure continuity of operations by providing recommendation on staffing, budgeting, infrastructure/technologies, and methods to improve mandated reporting
-Provide recommendations to update policy as appropriate
-Provide facility consultation
-Provide consultation on data standards, storage, and preparation
-Develop other (short/ad-hoc) data collection systems
-Provide consultation on re-engineering of data systems
-Serve on various committees, councils and workgroups
-Represent the OSDH in meetings with other agencies
-Participate/Represent the OSDH on National Organizations related to Hospital Data, Telephone surveys, and Cancer Registries.

Education and Experience
Master’s Degree and 4 years of experience in public health specifically: analytics (epidemiological/statistical), registry and/or data system management.

Knowledge, Skills and Abilities
Knowledge of statistical and research theory and methods; of probability and sampling; of data processing applications to data management problems; of inferential statistics; of techniques of data collection; of a wide range of analytical principles and practices; of supervisory principles and practices. Ability to monitor and evaluate program performance; to plan and organize programmatic activities; to interpret and apply policy material; to analyze and interpret various health care data needs; to speak to the public; to communicate statistical results effectively, both orally and in writing; to supervise, organize, and instruct staff; to establish and maintain effective working relationship with others.

Proficiency coding in SAS and/or SQL
