OMES is seeking a full time Director of Real Estate Services. This is an unclassified position in state government, located in Oklahoma City.  OMES offers a comprehensive Benefits Package, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents.  For more information about the benefit allowance [click here].The annual salary for this position is up to $95,000 based on education and experience.

Position Summary
The Director of Real Estate Services Department will have oversight over planning, construction, facility management, property standards, real estate and leasing services.

Position Responsibilities
• Supervise the directors of Construction and Properties, Facilities Management, Real Estate and Leasing, and Planning units of the Division of Capital Assets Management.
• Coordinate the department’s missions and synthesize the processes to establish a fluid experience for agency customers.
• Oversee the statewide development and implementation of the comprehensive master plan for utilization and construction of state buildings, capital improvements and utilization of land owned by the state.
• Implement the Annual Capital Plan. The Capital Plan calls for the determination of the cost to own, operate, and benchmark state facilities as well as perform condition assessments, market trends, life cycle costing, and budgeting for long term needs of state agencies.
• Develop, implement and oversee policies to standardize facility assessment operations, maintenance, asset preservation, design, and energy standards, space utilization, material testing, indexes of efficiency, economy, and effectiveness.
• Monitor statewide indexes of facility condition, effectiveness of operations and maintenance programs, deferred maintenance periodization, effectiveness of planning processes, budgeting for capital needs, application of facility standards as established by the Division and performance outcomes of construction projects.
• Oversight of statewide energy conservation program.

Essential Functions

Other Duties
Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.

Education and Experience
Experienced in the field of real property administration with ten years of progressively responsible management experience in real property administration, construction management and/or facilities management.

Valued Skills and Experience
• Provide strategic leadership in creating a vision, synergy and collaboration with the Departments.
• Possess any combination of experience, training and/or education sufficient to demonstrate the ability to manage complex projects with a broad spectrum of stakeholders.
• Proven track record in leadership position involving facilities and/or construction; public construction and contracting.
• Effective communication and interpersonal skills.
• Knowledge of best practices and procedures for the management and maintenance of capital assets; commitment to high standards of customer service and accountability for management of public resources.
• Proven ability to lead collaborative project planning and implementation efforts.
• Inherent diplomacy and tact.
• Ability to make presentations to staff, public groups and governmental leaders.
• Team management skills to fully leverage talents of diverse people working together, and conflict management to deal with complex or sensitive situations and ensure the positive image of the state.
• Ability to make independent decisions creatively and analytically within legislative and policy guidelines.
