The Oklahoma Office of the Attorney General is currently seeking a full-time Certification Program Manager for the Victim Services Unit.
Under the direction of the Chief of the Victim Services Unit, the Certification Program Manager will be required to successfully administer the Family Violence Prevention and Services Act (FVPSA) grant monies that pass through the Office of the Attorney General (OAG) and serve as the primary point of contact for the certification and review of programs providing services to victims of domestic violence and sexual assault and adult victims of human sex trafficking, as well as batterer’s intervention programs.
Responsibilities include, but are not limited to:
• Conducting certification reviews for Domestic Violence and Sexual Assault Programs, Batterers Intervention Programs and Adult Human Sex Trafficking Programs.
• Processing new and renewal certification applications; preparing deficiency reports; conducting follow-up reviews and preparing certificates and letters of certification.
• Training peer reviewers from certified programs to assist with certification reviews.
• Conducting 'new director' orientation meetings for new directors of certified programs.
• Reviewing and updating program certification standards and tools annually (Chapters 1, 15, 25 and 30, Oklahoma Administrative Code) and providing new tools and standards to certified programs.
• Providing administrative support for the Domestic Violence and Sexual Assault Advisory Council by preparing and posting meeting agendas; taking and drafting minutes; drafting proposed amendments to the code; making recommendations for rule changes; advising of changes to federal and state laws affecting certification; etc.
• Preparing the OAG annual application (RFP) for FVPSA funding of domestic violence programs.
• Preparing and submitting the annual FVPSA report, due in December each year.
• Attending all required FVPSA meetings, annual meeting and any regional meetings scheduled, as the Oklahoma State Agency Administrator.
• Preparing and posting the OAG annual application and announcement of Underserved Populations Grant pursuant to FVPSA requirements.
Contracting and Financial
• Assisting in the preparation and distribution of annual contracts for certified domestic violence and sexual assault programs utilizing the assigned funding formula.
• Registering new OAG web users from certified programs allowing them to submit monthly invoices to the OAG.
• Reviewing monthly invoices presented to the OAG for accuracy and proper designation of billing codes by certified programs; annual preparation of ledger for contract preparation and financial monitoring purposes.
• Coordinating contracts and submission of invoices for outside trainers involved in the provision of the OAG Batterer's Intervention Facilitator Training and other training events provided through the OAG, as needed.
• Collecting, recording and analyzing data for the state SAFELINE.
• Collecting, compiling and analyzing data from annual reports submitted by certified programs.
Technical Assistance & Training
• Providing on-going support, technical assistance and consultation to domestic violence/sexual assault, adult human sex trafficking and batterer's intervention programs through training, correspondence, and on-site visits.
• Responding to all requests for information and guidance from certified programs and programs wishing to become certified.
• Responding to requests for training from certified program staff on certification-related topics and FVPSA guidelines.
• Developing and providing Batterers' Intervention Facilitator 3-day Training, at a minimum of three times per year, including setting the agenda; recruiting trainers; compiling training materials and resources and coordinating continuing education applications through professional licensing boards for attendees.
• Preparing periodic updates in the form of meetings/trainings (in person or webinar) for certified programs and staff to discuss legal updates, best practices, etc.
• Upon request, attending meetings of the Oklahoma Coalition against Domestic Violence and Sexual Assault (OCADVSA) and other agency/task force/council meetings to report on the activities of the OAG regarding program certification, standards and FVPSA funding updates.
The Certification Program Manager may also be asked to assist with related domestic violence, dating violence, sexual assault, human sex trafficking and batterer’s intervention programming duties as assigned by the Chief of the Victim Services Unit.
A minimum of a Bachelor’s degree and two years’ experience is required. May substitute four years of experience or a combination of education/experience in a comparable field. Experience and knowledge in the area of domestic and sexual violence, stalking and human sex trafficking is essential. Excellent organization and communication skills are needed. Familiarity with federal grant program requirements is a must. Proficiency in Microsoft Outlook, Word, PowerPoint, Excel and Access computer programs is strongly preferred. The ability to maintain a high level of security and confidentiality is crucial. Familiarity with the Oklahoma Open Meeting Act and the administrative rulemaking process is a plus. A valid Oklahoma driver’s license is required. Some travel will be required with the possibility of overnight stays.
