Introduction

This is an INTERNAL position that is open only to current OHCA employees and contracted staff. 

POSITION PURPOSE:
Supervises a group of Systems Analyst I, II, and III, and/or contractor personnel that perform planning, design, development and implementation (DDI) for the MMIS Enterprise. Performs a wide range of systems analysis and project management related to the MMIS Enterprise which involves the coordination of multiple programs and projects. Strong emphasis is placed on coordinating Federal, State and local policy and identifying user needs, then developing and leading efficient and effective DDI on systems to meet those needs.

PRINCIPLE ACTIVITIES: 
*Analyzes Federal, State and local policy and strategic plans for the MMIS Enterprise.
*Identifies and defines deviations from policy and plan system requirements and recommends efficient and effective solutions to other state health agencies to obtain necessary Medicaid Enterprise modifications for compliance.
*Analyzes Medicaid Enterprise agency plans for conformity with mandatory standards; assimilates Medicaid Enterprise agency plans into state-wide plan; evaluates actual results for comparison with budgeted objectives.
*Analyzes and makes recommendations to agency management on proposed enhancements to agency policy and plans, with particular attention to potential budgetary impact.
*Reviews healthcare related technical literature and specialized publications concerning private sector and government healthcare systems and makes recommendations for improvement and maintaining current technology and needed enhancements.
*Maintains high level of familiarity with current contractor capacities of systems, hardware, operating systems and personnel.
*Prepares cost/benefit analyses and trains others in the preparation of cost/benefit analyses.
*Develops a plan of approach and preparing standard methodologies for all phases of Medicaid Enterprise systems development.
*Communicates agency problems to appropriate personnel in order to facilitate problem resolution.
*Develops and analyzes Medicaid Enterprise system plans for state health agencies not having the capacity to do so.
*As assigned, provides supervision, training and instruction for new systems analysts and other personnel.
*Formulates complex system flow incorporating a large number of functions and processes for an overall design framework.
*Detects and identifies deviation from expected program results; diagnoses symptoms to isolate the failing components and identifies recommended solutions.
*Conducts and/or participates in structured system walk-throughs.
*Confers with users to identify needs and/or recommends solutions; determines and selects access methods; evaluates existing systems and makes necessary changes to enhance the system.
*Supports Medicaid operations staff.
*Performs related work as required and assigned.

TRAVEL: Travel on an “as needed” basis.

SUPERVISORY RESPONSIBILITIES: 
This job will supervise Data Processing Analysts.  Also this job will act as supervisor to fiscal agent system engineers or business analysts which includes assigning work, recommending corrective action when necessary and input into yearly performance reviews. 

EDUCATION AND/OR EXPERIENCE:
*Bachelor’s degree in Information Technology, Computer Science or a closely related field AND Three (3) years of experience in computer programming, system analysis or defining technical specifications for a large health care related system OR
*Completion of one year of acceptable performance in the position of Systems Analyst III OR
*An equivalent combination of education and experience totaling seven (7) years.

PREFERENCE MAY BE GIVEN TO CANDIDATES WITH: 
Experience in analysis and/or design of a health care related system; or analysis and implementation of a major system modification.
