The Office of Juvenile Affairs is offering a challenging career opportunity for an energetic, self-motivated individual to assume the position of Construction/Maintenance Administrator IV.


Position will be responsible for the construction, both new and renovated at COJC, OJA State Office, Phil Smalley Building and all JSU Offices. This will include ensuring all operations are consistent with State of Oklahoma laws, regulations, policies, procedures and related industry guidelines. Position will be responsible for planning, directing overall activities related to construction maintenance and all repairs of OJA locations. Position will determine requirements for construction projects, make or obtain estimates of costs for both labor and materials. Will enhance current policy and procedures relating to construction/maintenance department and programs throughout OJA. Will develop and enhance emergency management processes at OJA State Office. Position will be essential in budgeting and planning for future operations and the completion of the new COJC facility. Position will be responsible for coordinating work crews and prioritizing work at all OJA locations and will inspect upon completion. Position will diagnose mechanical problems and find methods to correct them. Develop and implement energy conservation program. Position will require meeting tight deadlines and travel to OJA locations will be needed. Will supervise current Level II Construction Maintenance Administrator at COJC and other maintenance workers at other OJA locations.

Position is located at the Central Oklahoma Juvenile Center in Tecumseh OK

Special requirements:
Must be able to pass background check and drug screening. A probation/trial period may be required. Applicants must be willing and able to perform all job-related travel normally associated with this position.


Positions in this job family are assigned responsibilities for planning, coordinating and directing overall activities related to the construction, renovation, maintenance and repair of state-owned buildings, facilities, grounds and equipment.  In this role, they will manage and supervise construction/maintenance technicians and licensed trades specialists or others performing work in both new construction/renovation and the upkeep of existing state properties.


The functions within this job family will vary by level, but may include the following:

  • Conducts inspections of buildings, premises and equipment; determines requirements for maintenance, construction or renovation projects; makes estimates of costs for labor and materials; inspects work in progress and upon completion for code compliance. 
  • Manages supervisory staff; develops and implements budget; develops and implements policy and procedures; ensures compliance with laws, rules and regulations; prepares routine and special reports.  
  • Evaluates bids on projects; prepares specifications for standard and specialized equipment, supplies and vehicles. 
  • Prepares cost estimates on future capital improvement projects; reviews plans and construction documents. 
  • Plans, supervises and directs the movement and operation throughout the state of heavy construction equipment. 
  • Schedules work crews; reports time and attendance of crews. 
  • Completes reports of equipment operations, of installation and maintenance work performed and of materials, supplies and equipment used.


The Construction/Maintenance Administrator job family consists of four levels which are distinguished based on the extent of responsibility assigned, level of expertise required and complexity of operations. 
Level IV                                     
At this level the incumbent serves as the director of a major construction or maintenance division or program.  This role includes total responsibility for resource and program administration for the division; ensuring division operations are consistent with existing laws, rules, regulations, policies, procedures and industry guidelines; and budgeting and planning for future operations. 


Level IV                                       
Education and Experience requirements at this level consist of nine years of experience in skilled building trade or maintenance work involving the construction, maintenance, alteration and/or repair of buildings, grounds and utilities, including six years in a supervisory capacity and one year in an administrative or managerial capacity; or an equivalent combination of education and experience, substituting one year of college or technical school training in the building or construction trades for each year of the required non-supervisory experience.
