The Oklahoma Capitol Improvement Authority (OCIA) is responsible for issuing and managing bond debt for state construction projects. The Office of the State Treasurer provides staffing and performs the administrative duties of the OCIA.  The position will facilitate the operations of the OCIA and provide information and support to the Deputy Treasurer for Debt Management, Agency Business Services (ABS) accounts receivable, accounts payable, procurement, construction project managers, vendors, the Oklahoma State Treasury, OMES Financial Reporting Unit, auditors, and lessee agencies.

Position Responsibilities / Essential Functions
• Process invoices for payment on state construction projects financed with bond proceeds
• Researches the status of delinquent payments and begins collections activities; escalates as necessary
• Prepares requests for requisitions, obtains purchasing information, reviews invoices, obtains approvals, and follows up on work results as necessary
• Maintains office services by gathering and reviewing documentation supporting fees for services, preparing and distributing billing statements
• Performs various clerical duties including data entry, form letter drafting and spreadsheet maintenance
• Schedules meetings for the Authority in compliance with the Open Meetings Act
• Serves as the clerk for the Authority and drafts meeting minutes
• Other duties as assigned

Education and Experience
Bachelor’s degree in accounting, finance, or a business related field is preferred.  Experience in the use of Microsoft Outlook, Excel and Word is required. Knowledge of acquisition methods and State Purchasing Laws and Regulations is preferred. Experience in PeopleSoft or ERP software is preferred.

Valued Skills and Experience
• Knowledge and experience with municipal bond debt
• Knowledge and experience with state procurement statutes and regulations
• Excellent analytical and organizational skills, with a proven ability to multitask and manage a daily flow of incoming and outgoing communications and assignments under tight deadlines
• Excellent attention to detail, with the ability to recognize discrepancies and apply proactive problem solving
• Demonstrated ability to provide the highest level of customer service to internal and external customers
• Effective team player with excellent interpersonal skills and experience completing assignments both individually and as part of a team
