Under general supervision responsible for:
FEDERAL AUTHORITY MANAGEMENT
Responsible for developing and coordinating the Medicaid State Plan and 1115 demonstration waiver, to protect Federal Financial Participation (FFP), as mandated by federal regulations for the Medicaid program, which is implemented and maintained by the Oklahoma Health Care Authority (OHCA). Act as a liaison between OHCA and other state agencies, programs, and organizations involved in related social and health services programs in the area of State Plan and 1115 demonstration waiver expertise.
Responsible for conducting research, planning, and coordinating activities for the purpose of evaluating the effectiveness of programs, policy, and rules.
*Responsible for development, processing, and approval of State Plan and 1115 demonstration waiver amendments for operation of state/federal programs and services.
*Prepare reports and recommendations regarding the general status and progress of each amendment request; present findings about relevant problems or issues; conduct extensive research of complicated federal mandates or pending concerns; develop strategies and options.
*Make recommendations related to identifying, developing, preparing, and seeking federal approval of changes to the SoonerCare program and related policy, procedures, and regulations for statewide implementation of major state and federal programs. Assist OHCA staff in determination of appropriate policy decisions regarding the Medicaid State Plan and 1115 demonstration waiver.
*Establish timeframes needed to complete projects with regard to milestones & deadlines according to federal and state policy and/or agency goals.
*Conduct frequent evaluations of records, files, and other documents; personally review work activities to determine quality and accuracy of work performed; analyzes and evaluates both administrative and program plans and operations on an on-going basis.
*Researches state and federal regulations and various reference materials to determine legal authority for and validity of new policies and revisions.
*Researches and advises agency personnel, outside agencies, and the general public on the Agency’s current policies; responsible for maintaining history of all the agency State Plan and 1115 demonstration waiver amendments, tracks and log policies; provides guidance and trains personnel on accessing policies; performs highly technical support duties.
*Produces and analyzes database reports as requested on a scheduled or ad-hoc basis utilizing a variety of software applications such as Excel and PowerPoint, including presentations of research.
*Researches and investigates special areas of concern. Interprets laws and regulations and makes recommendations of policy changes for the Medicaid program.
EDUCATION AND/OR EXPERIENCE:
Bachelor’s Degree in Business, Public Administration, Public Health or a closely related field AND 2 years of experience in policy development, policy analysis, program management/development, or technical, statistical research in support of programs and policies; OR an equivalent combination of education and experience totaling 6 years.
PREFERENCE MAY BE GIVEN TO CANDIDATES WITH:

*Experience in program or project development
*Experience with state and federal government program management.
