Under administrative direction of the Director of Eligibility and Coverage Services, coordinates and manages OHCA’s comprehensive Member Services, Eligibility and Insure Oklahoma and its associated activities, also promotes access to quality health services for Oklahoma SoonerCare & Insure Oklahoma members. Coordinates the development and implementation of Member Services special projects. This requires program experience, knowledge, and judgment. Assists with directing, assigning, monitoring and evaluating staff work activities in accordance with agency and division policies, goals, and objectives. Promotes integration of staff assignments as they relate to core functions. Ensures standards and processes for policy/program compliance with applicable federal and state requirements.
*Produces and analyzes performance indicators, interventions, outcome measures, and strategic planning efforts.
*Recommends necessary changes in the strategic plan to support the agency mission and goals.
*Reviews periodic staff reports, administrative audits, program activities and other relevant information to evaluate program effectiveness and quality of work performed. Develops controls to assure accountability for program operation and policy implementation.
*Conducts frequent evaluations of records, files and other documents; personally reviews work activities of staff to determine quality and accuracy of work performed; analyzes and evaluates both administrative and program plans and operations on an on-going basis.
*Represents OHCA as needed in multiple public forums at local, state and national levels.
*Participates in multiple workgroups within OHCA dictated to program operations.
*Motivates and develops managers to improve quantity and quality of work performed.
*Evaluates employees at scheduled intervals; obtains and considers all relevant information in evaluations and supports managers and staff by giving praise and constructive criticism.
*Assists in directing the development of new outreach material and changes to existing material regarding the program. Ensures that these materials are in accordance with existing State and federal regulations.
*Administer and direct targeted outreach and education activities.
*Other duties as assigned.
Travel on an “as needed” basis.
Directly supervises a group of Member Services and Insure Oklahoma staff; Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws; Responsibilities include interviewing and training employees; planning, assigning and directing work; appraising performance and disciplining employees; addressing complaints and resolving problems.
*A Bachelor’s degree in Business or Public Administration, Health Care, Social Science or a closely related field AND Four (4) years of work experience in a managed care, member services, provider contracting/provider relations, or related health care environment including at least two (2) years of supervisory experience OR
*An equivalent combination of education and experience totaling eight (8) years.
PREFERENCE WILL BE GIVEN TO CANDIDATES:
*Direct experience with member services, Insure Oklahoma, provider contracting/provider relations complaint tracking and resolution.
