OSDH is seeking two full time Contracting & Acquisitions Agent II positions. These are classified positions (PIN#34000258 & PIN#34002258) located in Oklahoma City, OK.  OSDH offers a comprehensive Benefits Package, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents.  For more information about the benefit allowance [click here]. The annual salary for these positions is up to $39,618.30 based on education and experience.

Position Description
The primary purpose of these positions are to review of requisitions and contract transmittals submitted by other OSDH divisions, review of specifications, development of contracts and competitive bid documents, management of the competitive bidding process, award of contracts and purchase orders, and administration of contracts and purchase orders, including responsibility for the contract file of record, processing renewals and change orders, maintaining encumbrances, and closing contract files. Position is required to obtain and maintain Certified Procurement Officer (CPO) certification.

Physical Demands and Work Environment:
Work is typically performed in an office setting with a climate controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms.  This position requires long period of sitting and daily use of computer and phone. Applicants must be willing to perform all job-related travel associated with this position.

BASIC PURPOSE

Positions in this job family are assigned responsibilities involving the acquisition of goods and services for an institution or agency.

LEVEL DESCRIPTORS

The Contracting and Acquisitions Agent job family consists of four levels which are distinguished by the level of complexity of specific job assignments, the extent of responsibility assigned for a specific task, the level of expertise required for the completion of assigned tasks, and the responsibility assigned for the supervision of others. 
 
Level II                                  
This is the career level where employees perform responsible professional and technical work at the full performance level involving the contracting and procurement of goods and services for a state agency or institution.  Responsibilities consist of a variety of technical and administrative tasks of a general nature related to the solicitation and review of bids, evaluation of products and services, preparing contracts, and the development of standard specifications and requisitions for products and services. As well as serving as liaison to various vendors and advising agency personnel on the provisions of the Central Purchasing Act and rules and regulations related to contracting and purchasing.

MINIMUM QUALIFICATIONS

Level II:
Education and Experience requirements at this level consist of three years technical clerical work plus one year of experience involving contracting and purchasing; or an equivalent combination of education and experience, substitution is only allowed for the three years of technical clerical experience.

NOTE:  Experience should include the following procedures:  sending out invitations to bid and making telephone bids, evaluating bids or telephone price quotes, awarding contracts and/or issuing purchase orders, working with users and understanding their needs and requirements and assuming the responsibility for the correct evaluation and determination of bids and proposals.
