This is a Full-time Unclassified position.

The functions will vary by level, but may include the following:
Maintains bidder lists, product and services information, and supplier information.
Responsible for the supervision of the procurement program and Contracting & Acquisitions Agents.

Advises Contracting & Acquisitions Agents on departmental rules, GSA/NAC purchases, OMES regulations and laws.
Reviews procurement requests for completeness and identification of services/commodities required and established requirements.

Reviews market and various vendor databases regularly and provides guidance to Contracting & Acquisitions Agents for maintaining and gathering information from various sources.

Reviews purchase orders and all supporting documentation with the identification of appropriate funding and account code prior to submission to CFO.

Monitors all outstanding purchase orders and requisitions.

Plans required contracting activities one year in advance and assists Contracting & Acquisitions Agents to conduct necessary contracting activities.

Performs contract administration and monitors contractor compliance with contract specifications, contract expenditures, reviewing claims, and ensuring timely submission of reports.

Screens/reviews and analyzes bids and quotations.

Knowledge of acquisition methods and procedures pertaining to the acquisition of a wide variety of goods and services; of recent developments, trends and economic factors affecting acquisition of goods and services; of factors involved in writing specifications; of competitive bid methods and procedures; of State Purchase laws and regulations; of commodity and service markets; and, pricing methods and market resources.  Ability is required to identify sources of supply; to communicate effectively, both orally and in writing; to conduct several projects simultaneously; to evaluate bids and award contracts; to write and review purchase specifications and requisitions; and, monitor contract performance.
Education and Experience:
Five to seven years progressively responsible experience in the procurement field.  At least three years of supervisory experience. Experience should include the following: State purchasing experience required; State Purchase Card Program; working with users and understanding their needs and requirements; and, awarding contracts.

ODVA operates seven (7) long-term care facilities for Veterans throughout Oklahoma.

Experience in the Healthcare Industry/Medicare/Medicaid is strongly preferred.
