The Oklahoma Water Resources Board (OWRB) is seeking to hire a full time employee to work in the OWRB’s Financial Assistance Division.

Description of Work Duties:
This position involves performing various activities in support of the Financial Assistance Division. Examples of duties that will be performed include, but are not limited to:
• Financial Review: Under direct supervision, performs technical and credit analysis of loan applications. Ensures adequate technical, financial, accounting data, legal documents, contracts, proposals, and other applicable records and documents have been received to facilitate financial credit analysis. Tracks the progress of loans to ensure they are funded in accordance with the state and federal requirements. Monitors a portfolio of loans to ensure compliance with loan covenants. Prepares various loan documents, reports, and correspondence.
• Technical Assistance & Project Management: Works on projects to increase efficiencies, streamline processes and minimize risks. Provides assistance to local officials, financial advisors, consulting engineers, attorneys, and the public regarding OWRB loan and grant programs. Meets with borrowers throughout the state as needed.
• Computer Skills: Intermediate level knowledge Microsoft© Based programs is required.
Travel is occasionally required.

Positions in this job family are assigned responsibilities involving the review and analysis of financial information and loan documents related to water/waste water project loans under authorized financial assistance programs. This includes evaluating loan applications for proper completion and submission of required records and data, analyzing the revenues, expenditures and debt obligations of applicants, monitoring closed loans to ensure compliance with loan provisions and monitoring water systems cost, production, consumption and other performance factors.
This job family has four levels which are distinguished by the complexity of work assignments, the expertise required to perform work assignments, and the responsibility assigned for supervising others.
This is the basic level of the job family where employees are assigned responsibility for performing routine entry level work in a training status in examining loan documents and financial records of applicants and assisting higher level analysts in completing loan analysis or research concerning financing requirements. This includes assisting in the review of applications, identifying additional information required, completing cursory credit analysis on information submitted, assisting in the preparation of required loan documents and reports and performing related tasks as assigned.
Education and Experience requirements at this level consist of a bachelor’s degree in business administration or a closely related field or an equivalent combination of education and experience, substituting one year of experience in Finance, Credit Analysis, Accounting, Project Management, Risk Management, commercial financial statement credit analysis or a closely related field for each year of the required education.
